Project Description
The proposal involves an application by HPD, on behalf of the project sponsor, Shelter Rock Development LLC., for discretionary actions subject to City Planning Commission (CPC) approval, including designation of an Urban Development Action Area ('UDAA'), Urban Development Action Area Project approval ('UDAAP'), and disposition of city-owned property. The project sponsor will also be seeking construction financing through HPDs Open Door program. The proposed actions will facilitate the development of multiple new residential and commercial buildings containing affordable housing on a number of project sites: Block 1687, Lots 76, 176; Block 1754, Lot 16; Block 1755, Lot 40; Block 1755, Lots 54, 56, 57; Block 1356, Lot 6; Block 1589, Lot 58; Block 1651, Lot 52; Block 1657, Lot 59; Block 1686, Lot 48; Block 1687, Lot 47, 73, and 80; Block 1708, Lot 67; and Block 1710, Lots 49, 51, 52 (the Disposition Area). The proposed actions will facilitate the development of 14 new buildings with approximately 85 affordable residential unitsand approximately 2,960 square feet (sf) of ground floor commercial space at Development Sites 2 and 3 (the Proposed Development) to be constructed on the Disposition Area and one Privately-owned lot located on Block 1710, Lot 50 (collectively Project Area). The Project Area is located within the Bedford-Stuyvesant neighborhood in Brooklyn's Community District 3. The project sites range in area from 1,500 gross square feet (gsf) to 10,000 gsf and are all currently vacant, with the exception of a garage at 278 Bainbridge Street. Additionally, the Proposed Development will be facilitated by Mayoral Zoning Overrides to waive minimum lot arearequirements for residences and special provisions for development of existing small lots established under ZR §§ 23-32 and 23-33 at Block 1686, Lot 48, and to waive nine accessory off-street residential parking spaces required under ZR §25- 23 at Block 1755, Lots 54, 55, 56, and 57.
