Project Description
The Spring Creek Asphalt Removal project proposes to remove approximately one acre of asphalt tailings from an area within the northern portion of Spring Creek Park. As part of an overall ecological enhancement strategy for the Spring Creek area, the United States Army Corps of Engineers (USACE) through its Continuing Authorities Program (CAP) project is developing a plan to excavate fill and restore the adjacent Spring Creek Park wetlands. During its planning, the USACE identified an opportunity for placement of excavated fill on a former compost facility site within the park and removal of asphalt millings in key locations. Pending the completion of design and approval of the USACE CAP plan for the larger restoration, NYC Parks proposes to begin removal of select areas of asphalt tailings. In addition, NYC Parks plans to install two rain gardens along 157th Street. These rain gardens are designed to capture and infiltrate run off from 157th Street before it enters the adjacent wetland.

IESI NY Corporation owns and operates a non-putrescible solid waste transfer station, also known as a Construction and Demolition Debris Processing Facility, at 548 Varick Avenue, Brooklyn, New York, in a heavy Manufacturing (M3-1) district in the Greenpoint neighborhood of Brooklyn Community District 1. The facility currently operates under permits issued by the New York City Department of Sanitation and the New York State Department of Environmental Conservation that allow the facility to process up to 1,350 tons per day of construction and demolition (C&D) debris and to store up to 1,800 cubic yards of such material. The facility recovers items of value of value such as metal, wood and masonry, and sends the residue to disposal facitilies such as landfills. The facility is authorized to operate 24 hours per day, Monday through Sunday. IESI NY Corporation proposes to transfer ownership of this Transfer Station and permits to Brooklyn C&D LLC, which will become the permittee and operate the facility. No change to operations or permit conditions is proposed.

NYCDOT is proposing to close to general vehicular traffic the block of East 25th Street from Third Avenue to Lexington Avenue (Bernard Baruch Way) adjacent to Baruch College campus in Manhattan. Enrollment at Baruch College totals over 17,000 students (graduate and undergraduate), and there is heavy pedestrian traffic throughout the day between the colleges Newman Vertical Campus building on the south side of the street and the Information and Technology building on the north side of the street. Each weekday, approximately 9,400 and 12,000 persons (students, faculty, staff and visitors) enter these two buildings from East 25th Street, respectively, and it is estimated that midblock pedestrian crossings are likely on the order of 20,000 per day. The closure of Bernard Baruch Way to vehicular traffic would enhance pedestrian safety and mobility, and facilitate the creation of a pedestrian-only plaza accessible to both students and the local community.

NYCDOT is proposing a roadway resurfacing at the attached roadway segments/limits located in Brooklyn, Manhattan, Queens and Staten Island as part of the FHWA Funded (Hurricane Sandy Emergency Funds) Contract Resurfacing-Phase Program. The program improvements include a total of 22.12 lane miles of resurfacing (i.e., milling and repaving), pavement improvements (i.e., pavement markings), upgrading pedestrian ramps to be ADA-compliant and general repairs (i.e., regrade street hardware, cushion or repair problematic roadway base, etc.) to extend the service life of existing facilities. The improvements project is routine maintenance work that repairs worn, cracked and broken roadway surfaces to provide for a smoother and safer wearing surface for vehicular traffic. The affected Community Boards (CB) are Brooklyn CBs 13 and 15, Manhattan CB 3, Queens CB 14 and Staten Island CBs 1, 2, and 3. The estimated time of completion is 2016.

The New York City Department of Homeless Services (DHS) is proposing to enter into a contract with Westhab, Inc. (Provider) to operate a transitional residence (Shelter or Facility) for up to 150 homeless single adults in an existing building located at 158 West 58th Street in Manhattan. According to the project sponsor, the DHS facility will have 87 dormitory-style residential units on floors 2 through 9 that will house a maximum resident population of 150 single adults aged 18 and over. There would also be office and recreation space and a cafeteria (with warming kitchen) on the first floor. The cafeteria space will be used for as a recreation/cooling room when not being used during meals. There will also be a laundry room in the basement. Maximum staffing is approximately 23 persons during the day shift. The building is currently operating as a hotel, with a restaurant and pizzeria located on the ground floor. The restaurant and pizzeria will be closed and converted to program/office space once the renovation is completed.
