Project Description
DOT is proposing to install five pedestrian safety islands (attached) on 4th Avenue between East 10th and East 12th Streets in the Nolita section of Manhattan Community Board 2. The modification will shorten the crossing distance on 4th Avenue from 71 feet to 50 feet as a result of the recent installation of a parking protected bicycle path. The action resulted in minor signal timing modifications at 4th Avenue at 10th, 11th, 12th and 13th Streets to reduce pedestrian wait time. The proposal, which is supported by Community Board 2, will maintain the existing number of moving lanes and will provide for a safe pedestrian crossing and enhance safety and operations for all street users (i.e., pedestrians, motorists, bicyclists and transit users). The Build year is 2015.

There is an existing arched culvert located along the Catskill Aqueduct in Millwood. Since the construction of the culvert, the surrounding area has developed with single family homes, new roadways and town infrastructure. The development of the surrounding area has resulted in an increase in stormwater runoff that has exceeded the originally design capacity of the culvert. As a result, the downstream side of the culvert has experienced significant erosion that can undermine the culvert and cause failure.The purpose of this project is to provide a hydraulic structure to control the erosive forces of the 100-year storm flow immediately downstream of the culvert headwall, stabilize the outfall channel.

Project Description
NYCDOT is proposing an East River Waterfront Greenway Enhancement Project which will provide a connection to East River Park and the Brooklyn Bridge from Rutgers Slip to Montgomery Street in Manhattan Community Board 3. In 1997, a two-way path was built on South Street as part of the New York City Comprehensive Waterfront Development. At South and Montgomery Streets, the off-street greenway transitions to a two-way path adjacent to an arterial roadway where path users felt vulnerable with no physical barrier or minimal grade separation from vehicular traffic. In 2014, the community had requested safety improvements along the corridor following a severe pedestrian crash.

Project Description
The Spring Creek Asphalt Removal project proposes to remove approximately one acre of asphalt tailings from an area within the northern portion of Spring Creek Park. As part of an overall ecological enhancement strategy for the Spring Creek area, the United States Army Corps of Engineers (USACE) through its Continuing Authorities Program (CAP) project is developing a plan to excavate fill and restore the adjacent Spring Creek Park wetlands. During its planning, the USACE identified an opportunity for placement of excavated fill on a former compost facility site within the park and removal of asphalt millings in key locations. Pending the completion of design and approval of the USACE CAP plan for the larger restoration, NYC Parks proposes to begin removal of select areas of asphalt tailings. In addition, NYC Parks plans to install two rain gardens along 157th Street. These rain gardens are designed to capture and infiltrate run off from 157th Street before it enters the adjacent wetland.

IESI NY Corporation owns and operates a non-putrescible solid waste transfer station, also known as a Construction and Demolition Debris Processing Facility, at 548 Varick Avenue, Brooklyn, New York, in a heavy Manufacturing (M3-1) district in the Greenpoint neighborhood of Brooklyn Community District 1. The facility currently operates under permits issued by the New York City Department of Sanitation and the New York State Department of Environmental Conservation that allow the facility to process up to 1,350 tons per day of construction and demolition (C&D) debris and to store up to 1,800 cubic yards of such material. The facility recovers items of value of value such as metal, wood and masonry, and sends the residue to disposal facitilies such as landfills. The facility is authorized to operate 24 hours per day, Monday through Sunday. IESI NY Corporation proposes to transfer ownership of this Transfer Station and permits to Brooklyn C&D LLC, which will become the permittee and operate the facility. No change to operations or permit conditions is proposed.
