Project Description
To facilitate the Water for the Future Program to repair leaks in the Rondout-West Branch Tunnel (RWBT), the City is undertaking the proposed Upstate Water Supply Resiliency Project. The RWBT will be taken out of service to connect the bypass tunnel to the existing Delaware Aqueduct. During this temporary shutdown of the RWBT, water from the Delaware System west of the Hudson River would be unavailable. To ensure the continued supply of clean drinking water during this time, DEP has developed projects and plans comprised of three main components: (1) supply augmentation consisting of rehabilitation of the Catskill Aqueduct and rehabilitation of groundwater supply stations in Queens; (2) WFF Shutdown System Operations, which would allow DEP to rely more heavily on the Catskill and Croton Systems during the temporary shutdown; and (3) Inspection and Repair of the RWBT during connection of the bypass tunnel, including decommissioning the bypassed section of the RWBT.

New York City Department of City Planning proposes to rezone all or portions of a six-block area from C6-1 District to C1-6A District. The proposed rezoning would change the C6-1 zoning designation within the rezoning area to C1-6A, which allows up to 4.0 FAR for residential and community facility uses, and up to 2.0 FAR for locally serving commercial uses. The rezoning ara is situated in the far western part of the West Village neighborhood in Manhattan, Community District 2, and is generally located on the east side of Washington Street approximately between West 10th and West 12th streets, extending eastward to include the west side of Greenwich Street between West 19th and West 11th Steet. Phase II would result in the installation of a 30 inch steel natural gas pipeline beneath Hendrickson Street south of Avenue U to Hendrickson Place and then along Hendrickson Place to Flatbush Avenue and then south to a point in Flatbush Avenue approximately 1,775 feet north of Aviation Road (the northern terminus of Phase I and a distance of approximately 12,000 feet).

The proposal involves a request from the project sponsor, Victory Baptist Equities, LLC for construction financing from HPD to facilitate the development of a new affordable housing building in the Forest Houses neighborhood of the Bronx, Community District 3. The proposed project would be developed through HPDs Mix and Match Program. The project site is located at 1007 Union Avenue, Bronx NY (Block 2669, Lots 24, 26, 29, 34, 35, 36, 38, 39, 80), at the southwest corner of Union Avenue and East 165th Street. The project site measures approximately 38,580 square feet (sf). Currently five of the lots that comprise the project site are developed with buildings, including Lots 36 and 38 which include the Victory Baptist church, and four of the lots consist of vacant land. DOT is proposing to rehabilitate the Riverside Drive Viaduct to meet current State and City design standards, including redecking and repairs to the superstructure, substructure and the roadway. The project involves the replacement in-kind of the decking and roadway, and limited portions of the superstructure and substructure. No capacity expansion is proposed to the roadway. Utilities below the roadway would also be relocated under the sidewalk along the western side of the Viaduct. The Build year is 2020.

NYCDOT is proposing the closure of Hudson Street between Reade and Chambers Streets to create a pedestrian plaza (Bogardus Plaza) in Manhattan Community Board 1. Hudson Street, a one-way northbound roadway, begins at Chamber Street and forms a five-legged intersection with West Broadway (a one-way southbound roadway). The resulting intersection geometry creates a long pedestrian crossing at the north side of Chamber Street. In addition, the close proximity of Hudson Street with West Broadway contributes to driver confusion when turning from Chamber Street onto Hudson Street and results in traffic congestion and unsafe conditions for street users including pedestrians, cyclists and motorists.

HPD, through its Low-Income Housing Tax Credit Portfolio Preservation (Year 15) Program, is proposing to extend the existing debt and is seeking approval of a tax exemption pursuant to Section 577 of the Private Housing Finance Law (PHFL) of the State of New York for the property located at 157 West 119th Street in the Central Harlem South neighborhood in Manhattan, Community District 10. The building is currently occupied and contains approximately 20 units. In addition to the above actions, substantial rehabilitation is proposed at this property. No ground disturbance or changes to each buildings overall floor area, height, or footprint are proposed as part of the rehabilitation activities. Partial funding for the rehabilitation activities would be provided by HPD. The proposed actions are intended to preserve the affordability of the existing 20 dwelling units. The building is located within the Mount Morris Park Historic District Extension Landmarks Preservation Commission (LPC) designated and State/National Register-listed Historic District, therefore the proposal is a Type I action under SEQR/CEQR. According to the Environmental Assessment Statement (EAS), the proposed actions are expected to be completed by 2020. Absent the proposed actions, the existing conditions of the building would remain and the affordability would not be extended.
