Lot 17 of the project site contains the former Centenary Methodist Episcopal Church (the church) that is vacant. Lot 16 of the project site is vacant land. The project sponsor's current proposal involves the demolition of the church to construct a new 12-story building (the 'new building') on the project site that would accommodate approximately 154 units of affordable senior housing and approximately 5,712 gross-square-feet of community facility space without parking. All units will be rented to seniors with incomes up to 60% of Area Median Income (AMI) and 30% of the units will be reserved for supportive housing for seniors. The proposed project would be financed in part through New York City Senior Affordable Rental Apartments (SARA) funding from the New York City Department of Housing Preservation and Development (HPD), and U.S. Department of Housing and Urban Development (HUD) Section 8 Project Based Vouchers (PBV) administered by HPD.

The Cypress Hills YR15. FY25 project (the Project) consists of 103 units spread across 13 buildings in the Cypress Hills neighborhood of Brooklyn. The Project contains 6 studios, 27 one-bedrooms, 47 two-bedrooms, and 23 three-bedrooms. There is also commercial office space at 2836 Fulton and 2966 Fulton Street. CHLDCs rents the commercial space at 2966 Fulton Street for their own office use. The Project is looking to close under the Year 15 Private Debt term sheet to fund the completion of a moderate rehab scope of work and to preserve the physical and financial viability of the building. The scope of work for this project is considered a moderate rehabilitation per HPDs rehab specification. The project is not required to comply with the new Preservation Design Guidelines but has decided to incorporate the guidelines in the scope to ensure they are compliant with Local Law 97. The project will receive a 40-year 420-c tax exemption coterminous and a 40-year Article XI exemption, through amended and restated 40-year HPD Regulatory Agreements at closing. In addition to this financing, the project will be awarded 24 Project Based Vouchers (PBVs) awarded by NYCHA.

CMC Development LLC and Urban Builders Collaborative LLC, the project applicant, are seeking to procure construction financing through HPD and HDC. If approved, the funding would support the construction of the Thessalonia Manor Apartments, a new 120-unit multifamily affordable rental housing project on privately-owned vacant property. The units will be targeted to low income working families earning less than 60% of area median income with a 30% set-aside for the formerly homeless. The 120 affordable rental units will include: 50 one bedroom, 52 two bedroom and 18 three bedroom apartments. This distribution of apartments reflects the demand for affordable rental housing for young families within the community, based on inquiry and waiting lists for recent multifamily projects in the area. The proposed 168,274 gross square foot building would be built in conformance with the requirements of the existing R7-1 zoning district regulations, under the Quality Housing option. The proposed project consists of a 7-story (±65 feet) west wing, containing 54 units, and fronting on Prospect Avenue (960 Prospect Avenue) and an 8-story (±75 feet), 66 unit, east wing fronting on Rev. James A. Polite Boulevard (961 Rev. James A. Polite Boulevard). The east and west wings would be connected via breezeway and below-grade cellar space. The proposed project would include a tenant community room, management office, off-street parking for 72 vehicles, outdoor recreational and gardens area, laundry room, tenant storage and security systems. The 72 parking spaces are located in the first two levels of the east wing; the 35 parking spaces located on the first level will be reserved for use by building tenants and the remaining 37 spaces on the second parking level are reserved for use by the adjacent Church. Pedestrian access between the Church parking level and the adjacent Church will be provided via an at-grade entrance located at the rear of the parking level/Church building.

HPD will provide Article XI tax exemption as well. There will be both interior and exterior rehabilitation activities. 321 West 116 Street has four very small commercial units that will be remodeled to two larger retail store fronts. That will change the cluster amount of commercial units from six down to four. Also, the unit increase is from splitting up the larger unit and creating smaller ones. The footprint of these buildings are not changing and no additional space or ground disturbances are happening at these properties.

The project sponsor seeks HPD financing to facilitate the development of one new senior housing building in the Longwood neighborhood of Bronx Community District 2. The proposed project would be developed through HPDs Senior Affordable Rental Apartments (SARA) program. The privately-owned project site consists of 908 Kelly Street (Bronx Block 2711, Lot 1) and 879 Beck Street/919 Tiffany Street (Bronx Block 2711, Lot 28), generally located on the Intervale Avenue and Beck Street frontages of the irregularlyshaped block bounded by Intervale Avenue, Beck Street, Tiffany Street, East 163rd Street, and Kelly Street. Lot 1, which is currently vacant, has an area of 8,003 square feet. Lot 28 has an area of 44,095 and is occupied by a nursing home and a non-accessory parking lot. The two tax lots share a single zoning lot with a total area of 52,098 sf. Under the proposal, Lot 28 would be divided into two separate tax lots: 'Site A' (879 Beck Street), containing the existing nursing home, and 'Site B' (909 Beck Street), currently occupied by the non-accessory parking lot. The facility on Site A would remain unchanged. Site B would be redeveloped with an eight-story residential building, with cellar, containing 82 units of senior housing. In accordance with the terms of the SARA program, the proposed 82 dwelling units would serve seniors with incomes of up to 60% of area median income (AMI). Lot 1 would be developed as a new non-accessory parking lot for the nursing home to replace the lot on Site B.
