The New York City Department of Environmental Protection (NYCDEP) proposes to dredge an approximately 825 foot long area extending from the head of the Gowanus Canal to approximately the Union Street Bridge (proposed project) in accordance with an Administrative Order of Consent CO2-20000107-8 (CSO Consent Order) between the DEP and the New York State Department of Environmental Conservation (NYSDEC). The proposed project is expected to eliminate accumulated sediment mounds at the head end of the Canal and associated odors, and improve the visual aesthetics of the waterbody and substrate for benthic habitat. The United States Environmental Protection Agency (USEPA) placed the Gowanus Canal (USEPA ID#: NYN000206222) on its National Priorities List of hazardous waste sites requiring further evaluation on March 2, 2010. As DEPs proposed project was initiated prior to USEPAs 2010 listing of the Canal as a Superfund site and following NYCDECs 2009 approval of the Gowanus Canal Waterbody/Watershed Facility Plan (WWFP), this environmental review and related permit applications have been developed to meet the terms of the CSO Consent Order between DEP and NYSDEC. On December 29, 2011, EPA released a draft Feasibility Study (FS) for the Canal. The draft FS contained remedial alternatives which included dredging as part of the overall remedy for the Canal. As such, DEP will continue to coordinate with NYSDEC and USEPA to ensure that the proposed project design meets the milestones required by the CSO Consent Order and is aligned with USEPAs overall clean-up program.

DOT, as part of its efforts to extend the useful life of its bridges, is proposing maintenance and rehabilitation (see attached stipulations) on the Ed Koch Queensboro Bridge. The 7,449 foot long bridge consists of five cantilever truss spans and carries traffic across the East River connecting Second Avenue and East 59th Street in Manhattan Community District 8 with Queens Boulevard, Thompson Avenue, Queens Plaza in Queens Community Districts 1 and 2. The proposed construction work, expected to be completed in 2022, includes: rReplace the deck on the upper roadways on the main span; expand the fire standpipe system to the north and south side of the bridge; remove selected stringers and diaphragms; install steel traffic barriers and cross beam and modular deck joints;  Update scuppers and underdeck lighting;perform structural steel repairs; and rehabilitate bridge approaches.

NYCDOT is requesting federal funding for its Force Account over the five year NYCDOT is requesting federal funding for its Force Account over the five year period to continue its snow removal and anti-icing operations on the East River bridges (i.e., Brooklyn, Manhattan, Williamsburg and Ed-Koch/Queens Borough). NYCDOT has discontinued the practice of applying sodium chloride (salt) on newly rehabilitated roadways of these bridges and approach ramps as it causes steel to deteriorate at an accelerated rate. Instead, the Department has been applying less corrosive anti-icing material (i.e., potassium acetate and sodium acetate) instead of salt to prevent the steel structures from further harm. The snow removal and anti-icing operations will continue to be performed by NYCDOT in-house staff.

The New York City Department of Homeless Services (DHS) is proposing to enter into a contract with Home-Life Services, Inc. to operate a transitional family residence in an existing residential building located at 2514 Albemarle Road in the Borough of Brooklyn, New York. The existing facility consists of a 54-foot tall 6-story building with a gross floor area of approximately 34,064 square feet (estimated). The building was newly constructed prior to DHS use. Approximately 2,000 square feet on the first floor of the building will be renovated for administrative and security offices. The residential portion of the building consists of 43 one and two bedroom dwelling units for homeless families. The residential units are at maximum capacity and are occupied by 62 adults and 164 children. Seven day-time and four night-time staff are also on-site.

The New York City Department of Homeless Services (DHS) is proposing to enter into a long-term multi-year contract (Proposed Action) with the not-for-profit organization Care for the Homeless (Provider) to operate a Safe Haven facility (Facility) which would include a transitional residence for up to 120 single adults and a health clinic in a currently vacant former hotel (Proposed Project) located at 91 East Broadway in the Chinatown neighborhood of Manhattan (the Facility). The existing building would be renovated by a nonprofit developer (Developer) consisting of the Provider. The Developer would rely on the multi-year contract between the Provider and DHS to secure project financing. Thus, for the purpose of this analysis, the potential impacts resulting from the renovation have been evaluated in the same manner as if DHS was directly funding the renovation.
