The New York City Emergency Management (EM) and (NYC) Mayor's Office of Recovery and Resiliency (ORR) are collaborating to fund, plan, and undertake a citywide interim flood protection measures (IFPM) in the Red Hook neighborhood. The proposed IFPM consists of pre-deployed and just-in-time measures. Pre-deployed measures would be installed immediately and left in place to facilitate the IFPM program's operation by ensuring that the full coverage can be efficiently in place at the time of an emergency. Just-in-time measures would be installed to complete the protection when the NYC Coastal Storm Plan is activated, but will allow normal access and egress to a project site until immediately before a coastal storm event. Pre-deployed measures would include the installation of Hesco barriers. Gaps in pre-deployed measures, necessary to maintain access and egress during normal operating conditions, would be closed immediately prior to a storm event with just-in-time Tiger Dams. After a storm event just-in-time measures would be removed and Tiger Dam units stored at the New York City Emergency Management warehouse in Flushing until further use. The total length of the pre-deployed and just-in-time measures is approximately 1,920 linear feet (700 linear feet pre-deployed, 1,220 linear feet just-in-time). In total, approximately 400 cubic yards of sand will be used for the pre-deployed Hesco barriers.

The project sponsor, BEL Community Housing Associates, LLC is seeking construction financing from HPD (the Proposed Action) to facilitate the construction of a new building consisting of senior affordable housing units and associate community facility uses (the Proposed Project) at 1488 New York Avenue (Block 4996, Lot 1  the Project Site) in the East Flatbush neighborhood of Brooklyn, Community District 17. The Proposed Project would be developed through HPDs Senior Affordable Rental Apartments (SARA) program. When placed in landfills, food waste decomposes to produce methane, a powerful greenhouse gas. To help the City meet its Solid Waste Management Plan and PlaNYC 2030 sustainability goals of waste reduction, recycling, and greenhouse gas reductions, Intro. 1162-A would require food waste from certain local commercial activities such as manufacturers, restaurants, hotels, delis, supermarkets, arenas, stadiums, and street fairs to be collected separately and converted into useful products such compost or biogas on site or at regional facilities rather than disposed of at landfills or incinerators. The bill would take effect July 1, 2015.
