NYCDOT, as part of its efforts to extend the useful life of its bridges, is proposing necessary maintenance and rehabilitation work of the West 42nd Street Bridge over AMTRAK (30th Street, Branch) between 10th and 11th Avenues in the midtown Manhattan, section of Manhattan Community District 4.The existing bridge roadway geometry consists of three eastbound lanes, of which two lanes have metered parking and sidewalks on each side, and one center lane is for traffic on West 42nd Street. The bridge is a two-span steel rolled girder floor beam system with a 4,100 square foot deck area which carries visible utilities such as electricity, gas, sewer and water. The corrective rehabilitation of defective or deteriorated bridge structure components will include the removal, replacement and/or repair of:  Hollow sounding sections at end abutment and at crash walls;  Deck wearing surface. Prepare deck surface and install waterproofing;  Sidewalk and curb at deteriorated and at low reveal sections;  Pier stem at locations with scaling and vertical cracks;  Hollow sounding and deteriorated concrete at fascia near pier and  Hollow sounding and spalled concrete at underside of deck. In addition, the bridge deck will be waterproofed. During the bridge rehabilitation, traffic will be maintained at all times.

The proposal involves an application by HPD, on behalf of the project sponsor, MacQuesten Development, LLC, for discretionary actions subject to City Planning Commission (CPC) approval (the proposed actions) including: zoning map amendment, zoning text amendment, Urban Development Action Area Project (UDAAP) designation, Project Approval and Disposition of City-owned property. The proposed actions will facilitate the development of an 8-story (85-feet tall), 112,648 gross square feet (gsf) mixed use building in Brooklyn, Block 1489, Lots 6 and 11-18. The development site is currently vacant except for a one-story garage which would be demolished. The new building would be developed with approximately 97,096 above grade gross square feet (gsf) of residential floor area and approximately 9,987 above grade gsf of retail/commercial space on the first floor on the Broadway frontage. The project would have 108 residential units, including 107 affordable units, serving a range of income levels between 27 percent and 80 percent AMI, and one residential unit intended for a live-in superintendent. Building amenities would include bike storage and an outdoor landscaped courtyard on the second floor for residents. The applicant is seeking capital funds from HPD through the Extremely Low & Low-Income Affordability (ELLA) Program. The proposed zoning map amendment would apply to the entirety of Brooklyn Block 1489 and would modify the project area from an R6 zoning district with a C1-3 overlay district to an R7-1 zoning district with a C2-4 overlay district; the project area would also be mapped as a Mandatory Inclusionary Housing (MIH) Area through a text amendment to the New York City Zoning Resolution (ZR) Appendix F. The proposed action is projected to facilitate 27,729 gsf of new development on the lot adjacent to the development site.

NYC Parks proposes to return the reach of the Bronx River north of Kazimiroff Blvd where Bronx River Island is located to a single channel and restore 2.5 acres of riparian forest through invasive species management and replanting. This design proposes to widen the western channel and construct a woody debris jam on the tip of the island to route 80-90% of the flow to the west channel. The woody debris jam would be constructed of logs inset into the channel bed and adjacent slopes, with additional logs placed to create a semi-permeable water diversion. The western channel will be widened to accommodate the increased flow through grading of historic fill along the bank.

Project Description
The proposed legislation would amend the administrative code of the City of New York in relation to the use of heating oil. The purpose of the proposed amendment is to reduce the generation of air pollutants and greenhouse gas emissions. Currently, the administrative code prohibits the use of heating oil fuel oil grade numbers 2 and 4 and residual fuel that is less than two percent biodiesel content by volume. The proposed legislation would amend Subdivision (b) of section 24-168.1 to prohibit any person from causing or permitting in any building in the city the use of a heating oil fuel grade no. 2 that contains less than 5% biodiesel on or after October 1, 2017; less than 10% biodiesel by volume on or after October 1, 2025; less than 15% biodiesel by volume on or after October 1, 2030; and less than 20% biodiesel on or after October 1, 2034, the use of a heating oil fuel grade no. 4 that contains less than 5% biodiesel on or after October 1, 2017, and the use of residual oil fuel if it contains less than 5% biodiesel on and after October 1, 2017. Amended Subdivision (b) would also include the requirement for an office or agency designated by the mayor to conduct a survey by 2020 to identify commonly used heating oil equipment in the city that may encounter compatibility issues, including warranty issues, with the use of heating oil containing 10% to 20% biodiesel. The survey is intended to provide guidance to property owners about compatibility issues with commonly used heating oil equipment in the city, and to provide recommendations to the commissioner of the New York City Department of Environmental Protection (DEP) concerning such issues. The DEP commissioner is directed to adopt rules implementing any such recommendations he deems appropriate by July 1, 2020, and, by September 30, 2023 to report whether a sufficient quantity of biodiesel is expected to be available to meet the fuel oil grade no. 2 requirements for biodiesel content of this proposed legislation. The proposed legislation would also amend Subdivision (c) of section 24-168.1 of the administrative code to authorize the commissioner to waive, under specific circumstances, the new requirements described above. In addition, the proposed legislation would also amend Subdivision (h) of section 24-168.1 of the administrative code to include the requirement for an annual report issued by the commissioner to the mayor and the speaker of the council that details enforcement efforts taken pursuant to this proposed legislation.

The New York City Department of Design and Construction (DDC), on behalf of the New York City Department of Environmental Protection (DEP), is proposing Capital Projects SE885 and SE885A-VWE (for Van Wyck Expressway), which together comprise a major drainage improvement proposed for Southeast Queens. This Environmental Assessment Statement refers to SE885 and SE885A-VWE as the '150th Street Spine-Trunk Storm Sewer and Outfall at Bergen Basin' project. The proposed project includes a new double barrel trunk storm sewer leading to an outfall at Bergen Basin and the realignment and reconstruction of the 84-inch diameter primary and secondary effluent pipes from the Jamaica Wastewater Resource Recovery Facility (WRRF). The SE885 segment of the project would be built by DDC. The SE885A- VWE segment would be built by the New York State Department of Transportation (NYSDOT) as part of a highway widening project. The project would be up to 50 feet wide and the construction corridor is expected to be approximately 100 feet wide. To install the proposed storm sewer, it is necessary to realign and reconstruct the outfall from the Jamaica WRRF. The proposed project corridor ends on the southwest at the head of Bergen Basin and begins on the northeast within the Van Wyck Expressway (VWE) right-of-way, which is land under the jurisdiction of NYSDOT. The proposed project corridor is entirely within John F. Kennedy International Airport (JFK Airport), which is city-owned property that is leased to the Port Authority of New York and New Jersey (see Figures C-1a through C-3). The principal objective of the proposed project is to provide a trunk sewer that in conjunction with future capital projects upstream, would improve stormwater drainage in Southeast Queens through the collection and conveyance of stormwater runoff out to Jamaica Bay.
