Project Description
The New York City Department of Environmental Protection (DEP), as part of its 2007 Filtration Avoidance Determination, has prepared a 5 year update of its Long-Term Watershed Protection Program (or Program) for the Catskill and Delaware Water Supply System. The purpose of the Program is to protect and improve existing water quality in the Catskill and Delaware water supply system by engaging in or funding various activities that serve protective and/or remedial water quality functions in the watershed. This Program would also allow New York City to avoid the high cost of filtering a majority of its potable water supply by qualifying for filtration avoidance under the federal Surface Water Treatment Rule (SWTR) and the Interim Enhanced Surface Water Treatment Rule. The Program, as proposed, is a comprehensive watershed protection strategy that focuses on implementing both protective and remedial initiatives through a number of individual programs and activities. They can be divided into a number of major categories including the SWTR Objective Criteria Compliance; Environmental Infrastructure; Protection and Remediation; Watershed Monitoring, Modeling and Geographic Information System (GIS); Regulatory Programs; Catskill/Delaware Ultraviolet Light (UV) Disinfection Facility; In-City Programs; Administration; and, Education and Outreach. Activities under the Program would take place throughout those parts of the New York counties that fall within the Catskill and Delaware water supply system plus two basins within the Croton system. These counties are Delaware, Dutchess, Greene, Putnam, Schoharie, Sullivan, Ulster, and Westchester.

The proposed project is to reconstruct Lowes Corner Bridge located in the Town of Neversink, Sullivan County within the Roundout Reservoir on SR 55A. Lowes Corner (BIN 5523640) is a three span, simply supported bridge with a steel multi girder superstructure, cast-in-place reinforced concrete deck, and concrete substructure, over Roundout Creek, a class A(TS) stream entering the Roundout Reservoir. This bridge is one of eleven structures planned to be rehabilitated in the Delaware Watershed under a single construction contract, DEL-150. Construction work on this contract is expected to take three years, with 18 months planned for the Lowes Corner Bridge site, starting in 2013. The structure exhibits structural deficiencies such as concrete spalling, horizontal and vertical cracks, mapcracking, efflorescence and scaling at concrete abutments and concrete deck. The steel superstructure exhibits heavy section loss below the deck expansion joints and has been previously repaired. The bridges safety and geometrical features are substandard, thus warranting replacement. The scope of work at this site is to provide a new bridge superstructure with a 75 year service life at completion of construction

Project Description
DOT is proposing to implement Transit Signal Priority (TSP) Program along four Select Bus Service (SBS) routes in the Bronx, Brooklyn, and Manhattan to improve bus travel times and reduce bus emissions. TSP is a technology that is capable of enhancing traditional transit services by facilitating bus movements through intersections controlled by traffic signals. Implementation of TSP is on-going. Since 2012, DOT has worked with the Metropolitan Transportation Authority (MTA) to implement TSP on eleven corridors with the successes and findings detailed in the attached Green Means Go report. The next phase of the MTA-approved project will expand on TSP programs implemented with Congestion Mitigation and Air Quality (CMAQ) Improvement Program grant X770.37.

The proposal involves a request from the project sponsor, JGV Management Corp., for construction financing through HPDs Neighborhood Construction Program (NCP) to facilitate the development of a new mixed-use affordable housing building in the Crotona Park East section of the Bronx, Community District 3. The project site is an assemblage of four adjacent properties located at 1319, 1321, 1323, and 1325 Southern Boulevard, on an irregularly shaped block bounded by Southern Boulevard on the east, Louis Nine Boulevard on the west, and Jennings Street to the north. The project site measures approximately 7,160 square feet in area and is currently occupied by four vacant three-story mixed-use buildings. Under the proposal, the existing buildings would be demolished and the site would be developed with a new eight-story mixed-use building containing approximately 31 units of affordable housing (including one superintendent unit), 8,538 gross square feet (gsf) of commercial space, and 865 gsf community facility space. The proposed project is expected to be completed and operational by late 2019.
