DOT is proposing street improvements (attached) on Ralph Avenue between Avenue J and Avenue T in the Flatlands and Georgetown sections of Brooklyn Community District 18. Ralph Avenue is a Vision Zero priority corridor and Ralph Avenue at Avenue L is a Vision Zero priority intersection. The Build year is 2018. The proposal would create safer pedestrian crossings and reduce vehicle conflicts by: Constructing five pedestrian refuge islands on Ralph Avenue at the intersection of E. 73rd Street/Avenue J, E. 72nd Street, Avenue K, Avenue L, and Avenue T; Prohibiting southbound left-turns from Ralph Avenue onto Avenue K; Installing two new mid-block signals at Ralph Avenue and Georgetown Shopping Center driveways; an Expanding the triangle at the intersection of Ralph Avenue and Mill Avenue to provide additional pedestrian refuge space. In order to assess the effects of the proposed turn prohibition and two new signal installations on traffic operations, a Levels of Service (LOS) analysis using Synchro/SimTraffic software was performed for the weekday AM and PM peak hours. Based on the LOS analysis, it is projected that the proposed modifications would not create any significant adverse traffic impacts. The Community Board supports the project

The New York City Department of Environmental Protection (NYCDEP), on behalf of the City of New York is proposing to extend the Nature Walk at the Newtown Creek Water Pollution Control Plan (WPCP) located in the Greenpoint section of Brooklyn. The Nature Walk Extension involves extending the nature Walk from its current end-point at the midpoint of Whale Creek Canal to a green area on a demapped portion of Kingsland Avenue. The initial work for the Nature Walk includes a strip of land that parallels the plant property line at Paidge Avenue and then wraps around the Support Building along Newtown Creek and a portion of the western bank of Whale Creek Canal. The design and construction of the current Nature Walk was completed under Contract NC-32 Support Building and Disinfection Facility. Contract NC-32 was analyzed as part of the environmental impact statement prepared for Tracks 1 and 2 (CEQR No. 95DEP205K dated October 1996). The proposed extension of the Nature Walk involves extending the Walk from its current end-point along a water-based walk, located in Whale Creek Canal, to a land-based green area on a demapped section of Kingsland Avenue, thereby permitting public access from both ends of the Nature Walk. Preliminary design for the water-based walkway includes a Pier Deck built out over the water along the western boundary of Whale Creek Canal and then turning east along the Whale Creek Canal bulkhead to connect the NC-32 contract work with the bulkhead at the western end of Kingsland Avenue. Conceptual design for the new land-based section includes a land-based green area covering an area approximately 340 long by 70 feet wide bordering Kingsland Avenue, North Henry Street, and Whale Creek Canal. The green area of the Nature Walkway will include ADA access to the Pier Deck. The design also includes provisions to maintain the Floatables Collection Operations that presently exist on Whale Creek Canal.

The proposed redevelopment of the Site will proceed in three phases and includes 588,236 gross square feet (GSF) of residential, 152,831 GSF of community facility space and 10,587 GSF of retail space, for a total GSF of 751,654. Each phase of the Site redevelopment corresponds to the construction of a building, the buildings are designated as Building A, Building B and Building C. Building A, located on Madison Avenue and East 112th Street, will consist of a 35-story tower with a GSF of 372,102. Building B, located along East 112th Street, will consist of a 13-story building with a GSF of 294,205 and will hold much of the community facility space. Building C, located along East 111th Street, will consists of a nine-story building with a GSF of 87,856. The three buildings will be interconnected with a raised courtyard, which will be built over the Building B community facility space. The aforementioned community gardens will be relocated and reincorporated into the project. Buildings A and B will contain cellars and the estimated depth of excavation will be approximately 15 feet below grade. The first phase of construction is anticipated to start in December 2018, with the construction of Building A, the second phase of construction is anticipated to begin in June 2019, with the construction of Building B and Building C construction is anticipated to begin in December 2019.
