NYC DOT is proposing to reconstruct portions of Greenwich Street from Barclay Street to Chambers Street in the Lower Manhattan section of Manhattan Community District 1. The streets sustained significant damage as a result of the cumulative effects of the events of 9/11 because of impacts to the roadway from truck detours during clean-up nad reconstruction efforts, surface utilities that needed to be quickly replaced in the aftermath of the attack, and utility roadway cuts which have been numerous in the years since the attack. The proposal would restore streets to a state of good repair with the replacement of exisitng asphalt/concrete roadway pavement, concrete surb and concrete sidewalk; installation of ADA-compliant pedestrain ramps, new catch basins, and replacement of streetlights and traffic signals; curb alighmnet modifications; incidental water or sewer relocation work if in conflict with the new curb and sidewalk extension; street tree planting and wayfinding considerations.

The New York City Police Department (the Police Department or Department), in conjunction with Department of Citywide Services (DCAS), seeks a rezoning and site selection of city-owned property (Queens Block 13265, Lot 30) located at 242-20 North Conduit Avenue in the Rosedale neighborhood of Queens Community District 13. The NYPD wishes to rezone this preopty from an R3-2 distrixt to an R3-2/C1-3 zoning district. This 126,929 square foot parcel is presently city-owned and is partially improved with a 19,611 gross square foot one-story police precinct (105th Precinct Satellite) located on the western portion of the lot. Working with DCAS, the Department proposes the acquisition and site selection of this parcel to house the new 116th Police Precinct Stationhouse on the eastern portion of the lot. The existing 105th Precinct would remain in use and a new structure of approximately 45,000 gross square feet would be built on the same lot in a location currently occupied by a parking lot. The full build scenario would result in approximately 550 New York Police Department employees and a total of 155 vehicles. The new building would be built in a manner that would suit the Departments current and projected needs, and would include administrative space, locker room space, detention cell area, a Detective Squad and office space for various precinct units conducting police duties. NYPD is proposing to locate additional accessory parking spaces (~45) on the western end of an existing, City DOT-owned municipal parking lot to the west (Block 13264, Lot 18). The NYPD is also intending to utilize a small lot with room for approximately 20 cars (Block 13265 Lot 20) in the same manner as the Lot of Block 13264, Lot 18.

The DEP is proposing a stream sewer crossing improvement project in the Hamlet of Grahamsville, the Village of Tannersville, and the Village of Pine Hill, which are respectively located in Sullivan County, Greene County, and Ulster County (Figure 1). Pine Hill and Grahamsville are towns in the Lower Hudson Watershed, and Tannersville is located in the Mohawk River Watershed. The terrain in these areas has necessitated the installation of sewers, many of which with concrete encasements, across existing streams. Stream erosion has compromised the integrity of these sewer crossings, at several locations exposing the pipe completely. As these sewer sections have deteriorated, they can result in degraded water quality and stream function.

The project is located in Great Kills Park, a 307 acre park, which extends from Miller Field to Great Kills Gateway National Recreation Area, along Lower New York Bay. The project area is approximately 34 acres located south of Ebbitts Street (Block 4105 p/o Lot 50 and Block 4108 p/o Lot 45). Although a mapped city park since 1962, the land and beach is generally not publicly accessible. The site contains a collection of approximately 42 1  1 ½ story privately occupied seasonal beach bungalows that pre-date the park mapping, a clubhouse, barn, and a number of ancillary garage structures. The New York State Office of Parks Recreation and Historic Preservation (OPRHP) recently determined that the project area is eligible for listing on the State and National Registers of Historic Places (S/NR eligible). Pursuant to a written agreement with the Cedar Grove Beach Club, all of the property, including all the bungalows must be vacated no later than September 30, 2010.The proposed project will demolish the majority of these bungalows so that Cedar Grove Beach can be restored and used by the public as the public parkland that it is. However, some of the bungalows would be set aside a representative sample of the type of building construction on site. These structures would be rehabilitated for public and ancillary park use in order to provide appropriate amenities for park users. The project is divided into three phases: Phase 1 includes the demolition of structures not needed for future park use and restoration of the beach in these areas. Phase 2 includes opening up the site for public access, beach cleaning/opening for public swimming, adaptive reuse of remaining structures on site, bike path installation, and rehabilitation of the existing pick up sport (softball/junior soccer) play area. Phase 3 will include the installation of new fencing/gates along Ebbits Street and construction of a new playground. As part of Phase 1 of this project, 32 bungalows and 5 ancillary garages will be demolished. This work will include the shutdown and capping of utilities, removal of in-ground and/or above ground oil tanks, septic, sewer etc. Due to the age of the structures the presence of lead and/or asbestos containing materials (ACM) is considered likely. If found, these materials will be properly addressed and disposed of pursuant to all applicable local, state and federal regulations. Lead and/or asbestos abatement work is anticipated to begin on existing site buildings shortly after the properties are vacated. DPR will also remove remains of foundation and debris on the beach off Ebbitts Street and Cedar Grove Ct. DPR will restore the demolition sites with beach grass and other native plantings. Phase 2 includes rehabilitation of existing open space resources for public use and adaptive reuse of the remaining buildings on site. Twelve buildings on site will be rehabilitated. NYCDPR anticipates that they will be adaptively reused as a lifeguard headquarters, park food concession, an East Shore recreation facility, a public comfort station, equipment storage, maintenance and operations headquarters, a caretaker facility, resident engineers headquarters, and seasonal Park Enforcement Patrol headquarters. In addition, the beach will be cleaned and opened for swimming, the existing junior soccer and pick up play/softball field will be rehabilitated for public use, and bike facilities will be added along the existing Cedar Grove Beach Place. Phase 3 includes the construction of a new playground and installation of new entry way fencing/gates.
