Project Description
The New York City Department of Housing Preservation and Development ('HPD') and Mastermind Development LLC, the proposed developer and co-applicant (the 'Developer Applicant'), request approval of the following actions to facilitate the development of an 11-story, 158-unit affordable residential building at Block 2945, Lots 34, 65 and 66 (the 'Project Site' or the Project Area) in Bronx Community District 6: 1. A zoning map amendment to Zoning Sectional Map 3d, to rezone the Project Area from an M1-4 zoning district to an R7X zoning district; 2. A zoning text amendment to Appendix F of the Zoning Resolution, designating the Project Area as a Mandatory Inclusionary Housing ('MIH') Area (Option 2); 3. A UDAAP designation and project approval for the City-owned portion of the Project Site (Lots 65 and 66); and 4. A disposition of City-owned property by HPD to the Developer Applicant. The Proposed Development consists of an 11-story, 116,4 tall, 127,495 square foot residential building containing 148 units of affordable housing, including Studio units, one-bedroom units, two-bedroom units, and three-bedroom units. 26 enclosed on-site accessory parking spaces will be provided at the ground floor level, accessed via Belmont Avenue. Of those spaces, ten would be reserved for the Department of Health and Mental Hygiene (DOHMH) use (with an additional 8 off-site spaces provided by the Developer Applicant to offset DOHMH parking to be lost as part of the disposition of Lots 65 and 66). The remaining spaces would be reserved for tenants of the Proposed Development. The UDAAP Area/Project and Disposition of City-owned Property affects Block 2945, Lots 65 and 66, which consists of underutilized property.
