Project Description
The proposed action requests the approval by enactment of a local law to amend the Animal Shelter and Sterilization Act (Act), Administrative Code § 17-801 et seq. If enacted, Intro 655 would require the New York City Department of Health and Mental Hygiene (Department) to operate full service animal shelters in three boroughs, open seven days a week, one of which must be open twenty-four hours a day and the others of which must be open twelve hours a day. In the remaining two boroughs, facilities would be maintained to receive animals twelve hours a day, seven days a week. The amendment would eliminate the existing requirement to have a full service shelter in each borough open twenty-four hours a day, seven days a week. The bill would establish a new requirement for field services to be maintained twelve hours a day, seven days a week. Additionally, cat owners who allow their cats to roam outside would be required to have the cats sterilized, and the Department would be authorized to establish rules for registration of individuals or groups that conduct trap-neuter-return programs with feral cat colonies.

The City of New York is mandated by law and court order to provide housing to every eligible homeless family and individual who seeks it and must do so on an immediate basis. In addition to its legal obligations, DHS must also meet fluctuations in shelter demand. On February 28, 2017, the City released Turning the Tide on Homelessness in New York City, a comprehensive plan to address homelessness and shelter in New York City, and to transform the shelter system that has built up haphazardly over nearly four decades (the City Plan). Under the City Plan, DHS has committed to reducing the total number of shelter facilities in the City by 45% by vacating 360 cluster apartment and commercial hotel locations and replacing them with a smaller number of approximately 90 high quality borough-based shelters. The City Plan will end the use of cluster site apartments by the end of 2021 and commercial hotels by the end of 2023. For these reasons, use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs.

DSNY proposes to increase the annual throughput capacity of the Staten Island Organics Composting Facility from 72,500 cubic yards to 105,000 cubic yards of yard waste. The increased capacity at this 26.4 acre facility is needed to accommodate the autumn leaves collected by DSNY from residences and increasing quantities of yard waste delivered by private landscapers pursuant to local law. The leaves and other yard waste are processed into compost using the agitated windrow method. No construction or change to facility operational methods is proposed. The action will help the City of New York increase the amount of yard waste transformed into useful compost in accordance with the City's Solid Waste Management Plan, and thereby conserve resources and reduce the amount of solid waste requiring disposal in landfills and incinerators.

Borden Avenue pumping station, located under the Long Island Expressway in Long Island City, was built in 1950s and upgraded in 1985. Currently, it has a capacity to pump 3.9 million gallons per day (MGD) of sewer to the Bowery Bay Wastewater Resource Recovery Facility. The propopsed project will increase the capacity of the pumping station to 26 MGD to divert 26 MGD Combined Sewer Overflow (CSO) from Bowery Bay Outfall-026 to the Newtown Creek WRRF. Diverting 24 MGD of wet weather flow from Bower Bay Outfall-026 to the Newtown Creek WRRF would lead to a redcution of 75% of CSO discharge from Boweery Bay Outfall-026. The dry weather flow will be still conveyed to Bowery Bay WRRF through the existing 14' Force Main. The wet weather flow will be conveyed to Newtown Creek WRRF through a new 36' Force Main which is a part of sewer and force main modification project concurrently being implemented by Department of Design and Construction.

DOT is proposing to rehabilitate the Boston Road Bridge over the Hutchinson River in the Eastchester section of Bronx Community District 12. Boston Road Bridge was originally built in 1965 and is a 14-span steel multi-girder bridge. The bridge is 70-feet wide and consists of two 6.3-foot wide sidewalks on either side, a 4-foot concrete median with steel guiderails, and four 13-foot travel lanes, two in each direction. The rehabilitation (attached) would necessitate the closing of two travel lanes at a time, one in each direction, to facilitate construction activity. Construction is expected to begin in 2021 and the estimated time of completion (ETC) is 2024.

Project Description
The Parks Department in partnership with the Prospect Park Alliance proposes to redevelop an approximately 26.5-acre area in the southeastern portion of Prospect Park between East Lake Drive and Prospect Park Lake. The project components include a new one-story building with an accessible roof, and two ice skating rinks - one outdoor and one indoor covered by a pavilion. During the summer months the skating rinks would be converted to a water play area, roller skating rink, and other outdoor uses. These facilties would replace the Wollman Skating Rink and accessory building. The picnic grounds would also be enhanced and a new lake edge terrace would be created at the restored shoreline. Park access improvements are also planned for the Lincoln Road entrance to the park. The existing entrance to the park at Ocean and Parkside Avenues would be closed to vehicular traffic. An existing parking lot area currently used for Parks' maintenance purposes would be reconstructed to accommodate 150 parking spaces. Restoration of the World War I Memorial located along the lake's eastern edge is also part of the project.

This proposal is to prepare the environmental assessment that would be required in connection with the proposed mayoral zoning override to permit signage at the Brooklyn Army Terminals Building B that does not conform with the applicable signage requirements of the New York City Zoning Resolution. As currently proposed, the Building B signage would be illuminated, have a maximum height of approximately 100 feet above curb level, and is currently contemplated to have an overall surface area of approximately 1,230 square feet (sf). The proposed side would be located on the southeastern façade of the building. Pursuant to the sites existing M2-1 zoning, the maximum sign surface area is five times the lots linear street frontage; however, illuminated non-advertising signs are permitted to exceed 500 sf surface area, and indirectly illuminated and non-illuminated signs are not permitted to exceed 750 sf and 1,200 sf of surface area. In addition, for sites located within 500 feet of a residential zoning district, illuminated signs are not permitted above a maximum height of 40 feet above curb level; indirectly illuminated and non-illuminated signs are permitted up to a maximum height of 58 feet above curb level. As the proposed Building B illuminated signage would have a surface area exceeding 500 sf and a maximum height exceeding 40 feet, the applicant (the New York City Economic Development Corporation (NYCEDC)) is seeking a mayoral zoning override.

NYCDOT is proposing to replace an existing bridge in the Sunset park neighborhood of Brooklyn that carries 5th Avenue over a railroad cut section (LIRR Bayridge Line and MTA Seabeach subway (N) lines) from 64th Street on the north and intersecting with 65th Street on the south. The 5th Avenue Bridge, which is 188 feet long and 67 feet wide, was constructed in 1914. Over the past 105 years the bridge has had only one major repair done- the 1962 deck replacement of three of the bridge's four spans in connection with the construction of the Gowanus Expressway. The 5th Avenue Bridge structure is well beyond its intended 75-year life span, and its overall bridge rating of 4 ('poor condition') in the 2016 Biennial Inspection Report reflects the level of deterioration in the bridge's structure and foundations.
