The New York City Department of Homeless Services (DHS) is proposing to enter into a contract with the Care for the Homeless (Provider) to operate a transitional residence (shelter or facility) for 120 single adults located at 427 West 52nd Street within the Clinton-Hells Kitchen neighborhood of Manhattan. Originally constructed in 1956 and altered in 1987, the facility would be situated in a six-story building with basement (building or project site) which contains a total of approximately 21,784 square feet of floor area, on an approximately 5,000 square-foot lot. The building had been used by Covenant House in June 2018 to house single mothers with babies. Since that time, the building was renovated and reconfigured to accommodate 120 single adults; as well as provide common use rooms.The 120-bed facility would have 56 full-time-equivalent (FTE) employees and 24-hour security guard coverage.

DOT, pursuant to section 2903(a) of the New York City Charter, is seeking to amend its Traffic Rules contained in Chapter 4 of Title 34 of the Rules of the City of New York pertaining to the designation of specific locations for horse carriage passenger boarding areas in Central Park. As of June 27, 2018, Central Park drives were permanently closed to unauthorized vehicular traffic. Therefore, limiting boarding of horse drawn cab to these restricted areas within Central Park would reduce the amount of time that horses spend alongside vehicular traffic and thereby limit the horses interaction and potential conflict with vehicular traffic and thus promoting the safety and well-being of the horses. Specifically, the amendments to the Traffic Rules are as follows:  Section 4-01 amends the definition of horse drawn vehicle to use the same term (horse drawn cab) used in section 19-174 of the New York City Administrative Code.  Section 4-09(d) is amended to reflect the change from horse drawn vehicle to horse drawn cab.  Section 4-11(c)(7) is amended to reflect the change from horse-drawn carriage to horse drawn cab.  Section 4-12(t) is a new subdivision that establishes specific locations for horse carriage passenger boarding areas.

The proposed action requests the approval by enactment of a local law to amend the Animal Shelter and Sterilization Act (Act), Administrative Code § 17-801 et seq. If enacted, Intro 655 would require the New York City Department of Health and Mental Hygiene (Department) to operate full service animal shelters in three boroughs, open seven days a week, one of which must be open twenty-four hours a day and the others of which must be open twelve hours a day. In the remaining two boroughs, facilities would be maintained to receive animals twelve hours a day, seven days a week. The amendment would eliminate the existing requirement to have a full service shelter in each borough open twenty-four hours a day, seven days a week. The bill would establish a new requirement for field services to be maintained twelve hours a day, seven days a week. Additionally, cat owners who allow their cats to roam outside would be required to have the cats sterilized, and the Department would be authorized to establish rules for registration of individuals or groups that conduct trap-neuter-return programs with feral cat colonies.

The City of New York is mandated by law and court order to provide housing to every eligible homeless family and individual who seeks it and must do so on an immediate basis. In addition to its legal obligations, DHS must also meet fluctuations in shelter demand. On February 28, 2017, the City released Turning the Tide on Homelessness in New York City, a comprehensive plan to address homelessness and shelter in New York City, and to transform the shelter system that has built up haphazardly over nearly four decades (the City Plan). Under the City Plan, DHS has committed to reducing the total number of shelter facilities in the City by 45% by vacating 360 cluster apartment and commercial hotel locations and replacing them with a smaller number of approximately 90 high quality borough-based shelters. The City Plan will end the use of cluster site apartments by the end of 2021 and commercial hotels by the end of 2023. For these reasons, use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs.

DSNY proposes to increase the annual throughput capacity of the Staten Island Organics Composting Facility from 72,500 cubic yards to 105,000 cubic yards of yard waste. The increased capacity at this 26.4 acre facility is needed to accommodate the autumn leaves collected by DSNY from residences and increasing quantities of yard waste delivered by private landscapers pursuant to local law. The leaves and other yard waste are processed into compost using the agitated windrow method. No construction or change to facility operational methods is proposed. The action will help the City of New York increase the amount of yard waste transformed into useful compost in accordance with the City's Solid Waste Management Plan, and thereby conserve resources and reduce the amount of solid waste requiring disposal in landfills and incinerators.

Borden Avenue pumping station, located under the Long Island Expressway in Long Island City, was built in 1950s and upgraded in 1985. Currently, it has a capacity to pump 3.9 million gallons per day (MGD) of sewer to the Bowery Bay Wastewater Resource Recovery Facility. The propopsed project will increase the capacity of the pumping station to 26 MGD to divert 26 MGD Combined Sewer Overflow (CSO) from Bowery Bay Outfall-026 to the Newtown Creek WRRF. Diverting 24 MGD of wet weather flow from Bower Bay Outfall-026 to the Newtown Creek WRRF would lead to a redcution of 75% of CSO discharge from Boweery Bay Outfall-026. The dry weather flow will be still conveyed to Bowery Bay WRRF through the existing 14' Force Main. The wet weather flow will be conveyed to Newtown Creek WRRF through a new 36' Force Main which is a part of sewer and force main modification project concurrently being implemented by Department of Design and Construction.

DOT is proposing to rehabilitate the Boston Road Bridge over the Hutchinson River in the Eastchester section of Bronx Community District 12. Boston Road Bridge was originally built in 1965 and is a 14-span steel multi-girder bridge. The bridge is 70-feet wide and consists of two 6.3-foot wide sidewalks on either side, a 4-foot concrete median with steel guiderails, and four 13-foot travel lanes, two in each direction. The rehabilitation (attached) would necessitate the closing of two travel lanes at a time, one in each direction, to facilitate construction activity. Construction is expected to begin in 2021 and the estimated time of completion (ETC) is 2024.
