Project Description
The proposed bill, Intro. 157-C, would reduce the permitted capacity of existing private putrecible and non-putrescible solid waste transfer stations in four community districts (CDs), in order to reduce the impacts on communities from concentraions of such facilities. The bill would generally reduce such permitted capacity as follows, with certain qualifications: by 50 percent in Brooklyn CD1 and by 33 percent in Bronx CDs 1 and 2 and in Queens CD 12. Fill material transfer stations and transfer stations that export the majority of their waste by rail would be exempted. The proposed rule reductions would start to take effect upon renewal of the affected transfer stations' annual permits after October 1, 2019, with full implementation by October 1, 2020. Certain allowances would be made to preserve capacity used at the affected facilities to process source-separated organics and metal, glass, plastic, paper and cardboard recyclables.

The New York City Office of Chief Medical Examiner (OCME) proposes to construct a 10,000 sf insulated tent storage structure within a footprint of 32,700 sf at Fresh Kills Landfill Plant 1 in Staten Island to relocate a facility that is being displaced in Manhattan. The storage tent would be 55 feet high on a metal frame, with asphalt slab floor, screw pile supports, fencing, and paving. OCME items currently stored on the site would be relocated during construction. The site is outside of the regulated solid waste management units of the Landfill, but within the Landfill boundaries subject to a Consent Order with the New York State Department of Environmental Conservation. Grading would not exceed two feet of change to land contours. The facility would contain a cache of equipment for use off site. The facility is proposed to be used for seven years.

DOT is proposing the Atlantic Avenue Bridge rehabilitation project which involves repair or rehabilitation of the structural steel and other deteriorated elements of the bridge and major rehabilitation of the existing reinforced concrete deck including replacement of the wearing surface. The existing bridge drainage system and bridge deck joints will be rehabilitated or replaced as necessary. The structure will also be retrofitted to meet seismic requirements. In addition, the action includes the rehabilitation or replacement of the end approach slab and travel lane approach pavement milling and resurfacing as necessary, milling and resurfacing of the adjacent Atlantic Avenue service roads, concrete barrier end terminal improvements, roadway and under bridge lighting repairs, the removal of graffiti, and new reflectorized pavement markings. The limits of the Atlantic Avenue Bridge are Eastern Parkway to the west and Georgia Avenue to the east. The bridge is located in the East New York section of Brooklyn Community Boards 5 and 16.

The project sponsor, Mega Contracting Group LLC, is seeking construction financing (the proposed action) from the City of New York Department of Housing Preservation and Development (HPD) to facilitate the new construction of a supportive and low-income housing building (the proposed project) in the Fordham Heights neighborhood of the Bronx, Community District 5. The proposed project would be facilitated with construction funding provided through HPDs Supportive Housing Loan Program (SHLP). The project site is located at 2049-2053 Ryer Avenue (Block 3156, Lots 69-71) and is bounded by East 180th Street to the north, East Burnside Avenue to the south, and Ryer Avenue to the east. The project site measures approximately 11,790 square feet (sf) in area and is comprised of three lots; Lots 70 and 71 contains two unoccupied homes and Lot 69 is vacant. There are small multi-family residential buildings located adjacent to the project site to the north and south. Land uses within 400 feet of the project site primarily include residential developments, community facility spaces including houses of worship and social service providers, retail uses and open space. The proposed action would facilitate the new construction of a 12-story (approximately 125 feet in height), approximately 75,000 gross square foot (gsf) building containing 85 units of supportive and low-income housing and approximately 1,214 sf of community facility space for supportive services. Of the 85 units, 52 studio units would be set aside as permanent supportive housing for formerly homeless individuals with special needs and 33 dwelling units would be set aside for low-income households earning up to 50 percent of the Area Median Income (AMI). In addition, the proposed project would include a unit for the building superintendent. ACMH Inc., a not-for-profit supportive housing provider, would provide supportive services and maintain and operate the proposed building. The project site is within an R8 zoning district and would be developed in accordance with the existing zoning. The project sponsor expects to merge Lots 69-71 into a single tax lot prior to construction.

Boyland Street) is 11,895 SF, and total floor area of the building proposed at 414 and 416 Hopkinson Avenue (Thomas S. Boyland Street) is 9,612 SF. Total gross floor area for the proposed project is 28,745 SF and total lot coverage for proposed buildings on the project site is 7,407 SF. The balance of the total lot area for the proposed project consists of open space, landscaping, and bicycle parking.

Project Description
NYCDOT, as part of its efforts to extend the useful life of its bridges, is proposing necessary maintenance and rehabilitation work of the Martlings Avenue Bridge over Richmond Lake Dam in Clove Lakes Park between Slosson Avenue and Clove road, in Staten Island Community District 1.The existing bridge roadway geometry consists of two northbound and two southbound lanes for traffic on Martlings Avenue with metered parking and sidewalks on each side.. The bridge is a two-span reinforced concrete arch system with a 2,690 square foot deck area which carries no utilities .The corrective rehabilitation of defective or deteriorated bridge structure components will include the removal, replacement and/or repair of:  Hollow sounding concrete at stem;  Sidewalk and curb at deteriorated sections;  Deck wearing surface, prepare deck surface and install waterproofing;  Repave approaches;  Eroded concrete, fill embankment, and provide new concrete;  Fill cracks inside pier chamber and  Provide standard fence on parapet. In addition, the bridge deck will be waterproofed. During the bridge rehabilitation, traffic will be maintained at all times.
