Project Background: Lowes Corner Bridge is located at a northwestern corner of the Rondout Reservoir and carries Route 55A over the Rondout Creek. The Rondout Creek experienced heavy flows into the reservoir during the storm, which subsequently caused slope failures at both of the embankments adjacent to the bridges southern abutment. The original, dry heavy rip-rap scour protection failed and was washed away, exposing the bottom of the wingwall footing on both the east and west faces. Upon inspection, pavement marking and bridge joint marking were painted on to monitor bridge movement at which time the Engineer recommended the bridge be load posted to 14 tons and the speed limit reduced from 45 MPH to 35 MPH until the footing could be investigated further. During the initial inspection, inspection of the bridge abutment footing was not able to be completed due to the high water level . Scope of Work Description: The proposed work involves permanent repair of the approach roadway embankment slope protection, installation of a cofferdam, new permanent scour protection (riprap) along the eroded bank and wingwall footings and abutment footing.

In 2017, The Economic Development Corporation (EDC), acting on behalf of the City, issued a Request for Proposal (RFP) seeking a purchaser for unused development rights associated with the Citys property to generate jobs pursuant to the goals of the New York Works Plan. Rabsky was designated pursuant to the RFP and plans to utilize the purchased development rights in a building to be developed in accordance with the existing zoning. More specifically, the proposed project involves the disposition of City-owned development rights to the Rabsky Group, to develop a mixed-use building consisting of approximately 155,905 ZSF of residential use and approximately 99,712 ZSF of commercial use on its property (Block 52, Lot 4) (Site) (Proposed Project). To facilitate the Proposed Project, the Rabsky Group is seeking the Citys discretionary approval to dispose of approximately 98,446 ZSF of commercial development rights, generated by and transferred from the City-owned lots (Block 52, Lots 15 and 17) (the City Land) to the receiving Site. The entirety of the residential floor area in the Proposed Project will be generated from the Rabsky Land and the entirety of the commercial office floor area will be generated from the City Land. The Rabsky Group is also seeking a light and air easement over the City-owned lots along the shared lot line to facilitate the residential portion of the development. The light and air easement will be established at a limiting plane defined by the City. The zoning block is zoned M1-5/R9-1 and sits within the DUMBO Special Mixed-Use District. The current use of the Site is a vacant lot. The proposed build year is 2023. The Proposed Project requires approval of the disposition of City-owned air rights, subject to the Uniform Land Use Review Procedure (ULURP). The New York City Department of Citywide Administrative Services (DCAS) will act as Applicant for the land use application. The New York City Mayors Office of Environmental Coordination on behalf of the Deputy Mayor of Housing and Economic Development is assuming the role of Lead Agency for the Proposed Projects environmental documentation under City Environmental Quality Review (CEQR).

Proposed Int. No. 1170-A constitutes a generic action and would apply City-wide. The law would limit the number of permits for handling putrescible and non-putrescible waste in the four community districts with the most waste-handling capacity: community districts 1 in Brooklyn, 1 and 2 in the Bronx, and 12 in Queens. Permits would be reduced in each district first to 125% of existing throughput starting after one year, and then by 18% below existing throughput starting after the second year. Permits would be reduced at the discretion of the Commissioner of the Department of Sanitation based on a number of listed criteria as they come up for their annual required renewal. The law exempts transfer stations that export by rail or barge, some recyclable material, exempts the 12 busiest days of the year, and takes several measures to account for the cyclical nature of non-putrescible waste. Last, the bill would dis-allow the addition of new permit capacity in districts that already have 5% or more of all of the Citys permitted capacity.

The proposed bill, Intro. 157-C, would reduce the permitted capacity of existing private putrecible and non-putrescible solid waste transfer stations in four community districts (CDs), in order to reduce the impacts on communities from concentraions of such facilities. The bill would generally reduce such permitted capacity as follows, with certain qualifications: by 50 percent in Brooklyn CD1 and by 33 percent in Bronx CDs 1 and 2 and in Queens CD 12. Fill material transfer stations and transfer stations that export the majority of their waste by rail would be exempted. The proposed rule reductions would start to take effect upon renewal of the affected transfer stations' annual permits after October 1, 2019, with full implementation by October 1, 2020. Certain allowances would be made to preserve capacity used at the affected facilities to process source-separated organics and metal, glass, plastic, paper and cardboard recyclables.

The New York City Office of Chief Medical Examiner (OCME) proposes to construct a 10,000 sf insulated tent storage structure within a footprint of 32,700 sf at Fresh Kills Landfill Plant 1 in Staten Island to relocate a facility that is being displaced in Manhattan. The storage tent would be 55 feet high on a metal frame, with asphalt slab floor, screw pile supports, fencing, and paving. OCME items currently stored on the site would be relocated during construction. The site is outside of the regulated solid waste management units of the Landfill, but within the Landfill boundaries subject to a Consent Order with the New York State Department of Environmental Conservation. Grading would not exceed two feet of change to land contours. The facility would contain a cache of equipment for use off site. The facility is proposed to be used for seven years.

The proposed project would be facilitated with construction funding provided through HPDs Supportive Housing Loan Program (SHLP). The project site is located at 2049-2053 Ryer Avenue (Block 3156, Lots 69-71) and is bounded by East 180th Street to the north, East Burnside Avenue to the south, and Ryer Avenue to the east. The project site measures approximately 11,790 square feet (sf) in area and is comprised of three lots; Lots 70 and 71 contains two unoccupied homes and Lot 69 is vacant. There are small multi-family residential buildings located adjacent to the project site to the north and south. Land uses within 400 feet of the project site primarily include residential developments, community facility spaces including houses of worship and social service providers, retail uses and open space. The proposed action would facilitate the new construction of a 12-story (approximately 125 feet in height), approximately 75,000 gross square foot (gsf) building containing 85 units of supportive and low-income housing and approximately 1,214 sf of community facility space for supportive services. Of the 85 units, 52 studio units would be set aside as permanent supportive housing for formerly homeless individuals with special needs and 33 dwelling units would be set aside for low-income households earning up to 50 percent of the Area Median Income (AMI). In addition, the proposed project would include a unit for the building superintendent. ACMH Inc., a not-for-profit supportive housing provider, would provide supportive services and maintain and operate the proposed building. The project site is within an R8 zoning district and would be developed in accordance with the existing zoning. The project sponsor expects to merge Lots 69-71 into a single tax lot prior to construction.
