The proposed project involves the construction of one large building on vacant land at 879 Erskine Avenue, Brooklyn, NY (BBL 3-4586-298) with 425 units. The City is not providing financing for construction of the project and is only providing rental assistance for 59 supportive units in the building through the 15/15 program. The building will be an addition to the Alafia development, a large-scale project on the site of the former Brooklyn Developmental Center. The Alafia complex is being built with state funding in stages, with the entire complex scheduled to be complete by 2030. Alafia A1-A2 is one building in the next phase of the Alafia development The A1-A2 building will be a 14-story, 425-unit residential building, including 47 ESSHI (Empire State Supportive Housing Initiative) supportive housing units and 59 NYC 15-15 units. The 47 ESSHI units will serve qualifying adults 50 years+ who are re-entering the community from incarceration and who would otherwise be homeless, at-risk of homelessness, or unsuitably housed. 59 units will be NYC 15-15 units and will serve formerly homeless youth and youth with families. The affordable units will range from 40% to 70% AMI and will include a mix of Studio, 1-Bedroom, 2-Bedroom, and 3-Bedroom units. This building also includes around 12,153 sf for retail and around 9,169 sf set aside for a daycare facility. A1-A2 will also include 75 retail parking spaces, with 46 spaces equipped for EV charging stations.

The site location of the work to be performed under this contract is located near the Hudson River Pumping Station in Wappingers Falls, Dutchess County, NY. The scope of work is to provide a water main connection from River Road North to an existing parking lot and into a Garage & Repair Shop facility. The current potable water line is considered temporary, as it was thought a permanent line would be provided under a change order to Bypass Tunnel 2 (BT-2) project. However, BT-2 personnel have been informed that the change order will not be approved. The current connection to the town water supply would be disconnected at the end of BT-2, so a new connection to the street is required. This project would consist of installing roughly 1000 feet of 6-inch ductile iron pipe from a service connection on River Road North down the access driveway to the garage and repair shop. Valves and fire hydrant assemblies would also be installed in conjunction with this work at various locations shown on the project plans. The new piping and associated equipment would be installed below the roadway, which would involve saw cutting and excavation. New asphalt would then be placed as the work progresses. The existing temporary water service line wouldbe capped and abandoned in place. The new water service line would end below the parking lot and a new 1-inch copper service connection would be installed and routed to the existing building. The scope of work for the Criscuolo Homes project entails moderately to substantially rehabilitating 4 existing buildings in the Bronx. The needs of the project overall are very high due to maintenance and rehabilitation having been deferred for up to 30 years in some cases. Therefore, the work that will be done varies by building depending on its age and its rehabilitation history. Most buildings will have major work done on most building systems and significant rehabilitation of apartments. Specifically, in most buildings roofs and windows will be replaced, new boilers and/or pumps will be installed, HVAC systems will be overhauled, and fire suppression systems will be repaired and upgraded. Where needed, kitchen and Bathroom fixtures will be replaced, and new flooring will be installed. The project has also submitted a full Section 504 Plan. The project has already gone through HPD BLDS accessibility, design, and cost-reasonableness reviews and received approval. Finally, 3 of 4 buildings will be receiving project based vouchers (hence the need for the NEPA review).

The 1613-31 Eastern Parkway project consists of five (5) four-story walk-up buildings with a total of sixty (60) residential units and one super unit, located in the Crown Heights neighborhood in Brooklyn. Of the 60 units in the building, there are 2 studio units, 24 one-bedroom units, 31 two-bedroom units, and 3 three-bedroom units. Additionally, the Project has one commercial unit consisting of 1,086 square feet that is rented out. The site is comprised of five former tax lots identified as Block: 1464, Lots: 43, 47, 49. 50, and 53. The buildings were erected circa 1910 to 1929. These lots were privately owned until it was acquired by the City through in rem tax foreclosure in 1976. The lots remained in City ownership until 1989 when they were sold to 1613 Associates, LP, through the Vacant City-Owned Buildings Request for Proposals, at which point the Original Owner entered into a regulatory agreement with HPD and closed a $4 million construction financing with HPD/CPC. The properties received two J51 tax benefits in the early 1990s and underwent complete gut renovations under the Vacant Building Program. HPD will be providing a 40-year Article XI tax exemption starting at closing in 2022, with a Gross Rent Tax of 5% to keep rents affordable at an average of 60% AMI. The Article XI tax exemption will help address operation issues that will result when the current J51 tax exemption expires in 2026. The 30-year regulatory agreement executed after the disposition from City ownership expired on June 20, 2021, so this is an opportunity for HPD to extend affordability by entering a new regulatory agreement.

The New York City Department of Sanitation ('DSNY') proposes a pilot program for containerized waste collection at certain residential buildings and public schools in Manhattan Community District 9. The pilot program would include collection of putrescible solid waste (PSW) at residential buildings on eleven residential blocks between Broadway and Amsterdam Avenue from West 142nd Street to and inclusive of West 153rd Street, excluding West 145th Street. Additionally, the pilot program would containerize collection of PSW and recyclables (organics, MGP, and paper) at fourteen (14) public schools located within a rat mitigation zone, as designated by the New City Department of Health and Mental Hygiene ('DOHMH'). There would be twelve (12) school containerization locations because two schools would each share containers with another school. The schools are generally located from West 126th Street (south) to West 153rd Street (north) and from 12th Avenue (west) to Adam Powell Boulevard (east).

The proposed action is a temporary street closure of West 31st Street during construction to facilitate the reconstruction of a bridge located beneath the street just west of Ninth Avenue that spans Amtrak's Empire Connection rail line in Manhattan. During construction, the north sidewalk and the entire roadway on West 31st Street between Ninth Avenue and Dyer Avenue would be closed to vehicular thru traffic for several months in the vicinity of the bridge; however, the south sidewalk of West 31st Street would remain open during all periods for east-west pedestrian flow along the corridor. The proposed street closure requires a permit from the New York City Department of Transportation for the temporary closure of a portion of West 31st Street between Ninth and Dyer avenues in the Midtown West neighbhorhood of Manhattan Community District 4 to facilitate the reconstruction of a bridge located just west of Ninth Avenue that spans Amtrak's Empire Connection rail line. 19-107(b) of the New York City Administrative Code requires the preparation of Community Reassessment, Impact, and Amelioration (CRIA) Statement if a publicly mapped street is fully closed for more than 180 consecutive calendar days. As allowed under Section 19-107(b), the CRIA Statement can be substituted by an EIS, EAS or similar document.

In accordance with the Open Street Legislation, NYC DOT proposed rules relating to its permanent Open Streets program (the Proposed Rule). The Proposed Rule was first published in the City Record on March 27, 2023, and a public hearing was held on April 26, 2023. The Proposed Rule would codify the Open Streets application process and many of the requirements that NYC DOT utilized during the COVID-19 pandemic, as well as clarify criteria for eligible open streets partners and corridors and establish a regulatory framework for how the program will be managed and operated. Pursuant to the Proposed Rule, an open street may be designated on a variety of street types, including shared streets. Additionally, as set forth in the Proposed Rule, open streets may be described as one of the following: 1. Limited Local Access: The term limited local access means signage and traffic calming measures are used to encourage drivers to drive 5 miles per hour or slower while traversing the open street and discourage the use of vehicles except the following: a. Vehicles parking on the open street (all regulations apply); b. Vehicles collecting or dropping off passengers on the open stree Vehicles making deliveries to the open stree d. Emergency vehicles; e. Access-A-Ride vehicles;f. Public utility vehicles; ag. City government service vehicles. 2. Full Closure: The term full closure means temporary closure of an open street to motor vehicle traffic, including motor vehicles intending to park, subject to Administrative Code section 19-107, to allow for a range of car-free activities that support local businesses, community organizations, and schools, to create a space for the public to gather. Emergency access and a 15-foot emergency lane must be clear at all times for emergency vehicle access. In addition to streets or segments of streets selected by NYC DOT to be designated as open streets pursuant to § 19-107.1 of the Administrative Code, NYC DOT will, pursuant to the Proposed Rule, accept applications to become an open streets partner for the purpose of managing and participating in the operation of open streets designated in areas under the NYC DOTs jurisdiction. Only an entity operating within the City may apply to become an open streets partner. NYC DOT considers the following factors when reviewing an application to designate an open street: 1. Safety of all street users; 2. Equitable distribution of open streets throughout the city; 3. Site context, including but not limited to: a. Existing parks, open streets or other open spaces and their current utilization; b. Existing access to public transportation and bicycle and pedestrian infrastructure; and c. Integration with existing pedestrian and bicycle infrastructure. 4. Presence of bus routes, truck routes or medical facilities; and 5. Access for commercial deliveries and emergency vehicles.

This proposed project will construct Lt. Michael Davidson Playground, located on 39th Avenue at 50th Street within the landmarked Sunnyside Gardens Historic District of Queens, and the Special Planned Preservation Community District. Until the 1990s, the site was a playground serving the Phipps Houses apartment complex located across the street. The property has remained fenced off an inaccessible to the public ever since, as prior development plans were never realized. In 2018 the property was officially acquired by NYC Parks. In 2019 the park was officially renamed in honor of Lt. Michael R. Davidson, an FDNY Fireman who tragically lost his life in the line of duty and who grew up in the Sunnyside community, playing at the project location when it was still a neighborhood playground. The front half of the park will be programmed for passive use and offer a variety of seating options. The back of the park will be programmed for play, with play areas for 2-5 and 5-12 year-old children, as well as a small water play area. There is an existing historic pavilion that will be structurally reinforced and used for shaded seating. Additionally an historic Garden Shed, which at one time served as a restroom, will be restored to its original exterior condition, and the interior will provide an all-gender bathroom and utility closet. This proposed project will yield .23 acres of new accessible open space.
