Project Description
The proposal involves an application by the New York Citys Department of Housing Preservation and Development (HPD), on behalf of the project sponsor, Unified Neighborhood Partners (UNP), for Urban Development Action Area (UDAA) designation, Urban Development Action Area Project (UDAAP) approval, and disposition of the City-owned property located at 29-31 Bartlett Street on Block 2269, Lot 52 (Disposition Area). Approval of the proposed actions will facilitate the development of a nine-story building with approximately 31 affordable dwelling units. The Disposition Area is part of the larger Broadway Triangle project, which includes 23 additional vacant City-owned lots. As part of the Broadway Triangle project, the Disposition Area is Development Site A2 (Site A2) and the remaining 23 City-owned lots part of the project are clustered in Development Sites A1 (Site A1), B (Site B), and C (Site C) (collectively Project Area). Site A1 is located at 663-665 Flushing Avenue on Block 2272, Lots 49, 51, 52, 53, and 108; Site B is located at 35 Bartlett Street on Block 2269, Lots 14, 16, 17, 18, 45, 47, 48, 49, and 50; and, Site C is located at 110 Throop Avenue on Block 2269, Lots 25, 27, 28, 29, 30, 31, 32, 33, 35, and 36. Sites A1, B, and C do not need public approvals as they received UDAA designation and UDAAP approval, and disposition of City-owned property approval in 2009 (C 090416 HAK). The Broadway Triangle project consists of 421 units of affordable housing developed across five new buildings with a total of 403,700 gross square feet of residential space, and over 9,000 gross square feet of community facility space (Proposed Project) located in the South Williamsburg neighborhood of Brooklyn, Community District 1. The Proposed Project will be developed under HPDs Extremely Low & Low-Income Affordability Program (ELLA). The Proposed Project may also receive New York City Resolution A funding. The Proposed Project is intended to be developed in two phases. The first phase would consist of Site A (A1 and A2) and Site C, which would begin construction in January 2022, and complete construction 24 months later. The second phase would consist of Site B, and would begin construction in December 2022, and complete construction 24 months later. The project would be fully built by 2025.
