The Fifth Avenue Committee, Inc. (FAC) (the Applicant) is requesting approval of several discretionary actions to facilitate development of new affordable housing (the Proposed Project) on three sites (Development Sites A, B, and C) in the Brownsville neighborhood of Brooklyn Community District (CD) 16. Development Site A (Block 3743, Lot 12) is a 2,500-sf vacant city-owned lot located at 425 Mother Gaston Boulevard; it would be redeveloped with a four-story, 9,650-gsf mixed residential/commercial building containing six affordable dwelling units (DUs) and 2,500 sf of ground-floor restaurant space. Development Site B (Block 3518, Lot 63) is a 6,000-sf vacant city-owned lot located at 546 Thomas S. Boyland Street; it would be redeveloped with a six-story, 23,661-gsf residential building containing 21 affordable DUs. Development Site C (Block 1455, Lots 65, 66, 79) is a 6,558-sf vacant city-owned property located at 1733 Saint Marks Avenue; it would be redeveloped with a nine-story,32,285-gsf residential building containing 34 affordable DUs. The five tax lots are owned by the NYC Department of Housing Preservation and Development (HPD), and are located within a 0.07-square mile area (see Figure 1). To facilitate the Proposed Project, the Applicant is seeking: (i) a zoning map amendment to rezone a portion of Block 1455 comprising the entirety or portions of 17 lots (Lots 46, 50, 56, 60, 61, 62, 64, 65, 66, 79 and portions of Lots 39, 41-44, 58, and 67; the Proposed Rezoning Area) from M1- 1 to R7A; (ii) a zoning text amendment to map a Mandatory Inclusionary Housing (MIH) area encompassing the Proposed Rezoning Area; (iii) disposition of City-owned property and Urban Development Action Area Project (UDAAP) designation and approval, including Lot 12 on Block 3743; Lot 63 on Block 3518; and Lots 65, 66, and 79 on Block 1455; and (iv) public financing via HPD, and other sources (collectively, the Proposed Actions).

NYC DOT is proposing to install 15 bus bulbs and pads at eight locations along 86th Street in Brooklyn, between 19th and 25th Avenues, serving the B1 bus, as well as on Bay Parkway and 86th Street, serving the B6 and B82-SBS bus (see attached). These bus improvements will make all stops within the project limits fully Americans with Disability Act (ADA) compliant, shorten pedestrian crossing distances, slow turning vehicles, and include pedestrian amenities like benches, bike racks and wayfinding. The project will include curb extensions to shorten crossing distances at 20th Avenue, Bay Parkway, and 24th Avenue on 86th Street, as well as on 20th Avenue and Benson Avenue. The project will also incorporate New York City Department of Environmental Protection trench restoration and roadway reconstruction work on 20th Avenue between 86th Street and Bath Avenue.

The proposal involves a request by the project sponsor, Geel Community Services, Inc. (Geel), is seeking construction financing from HPD (the 'Proposed Action') to facilitate the new construction of an approximately 76,499 gross square foot (gsf) building consisting of supportive and affordable housing units (the 'Proposed Project') at 3095-3101 Webster Avenue (Block 3331, Lot 53 - the 'Project Site') in the Norwood neighborhood of the Bronx, Community District 7. The Proposed Action would facilitate the new construction of an eleven-story (approximately 113 feet in height) building containing approximately 116 affordable dwelling units (including one superintendent's unit). The building will contain 70 units of supportive residential housing for formerly homeless households, 36 affordable units, 9 inclusionary residential units, and one unit for the superintendent. The Proposed Project would be developed through HPD's Supportive Housing Loan Program (SHLP). The Project Site is located at 3095-3101 Webster Avenue (Block 3331, Lot 53) south of Decatur Avenue and west of East 204th Street in the Norwood neighborhood of the Bronx Community District 7. The Project Site has a lot area of approximately 11,875 square feet (sf) and currently is occupied by a parking lot (Lot 51) and two vacant single-family residential buildings (Lots 52 and 53).

The scope of this project comprises the construction of a new Horizon Annex Building (the Annex) and elevated outdoor recreation platform.
