The New York City Department of Homeless Services is proposing to enter into a 30-year debt-service contract with the not-for-profit Westhab, Inc. (the Provider) to facilitate construction and operation of a transitional residence facility for up to 85 families with children in a new eight-story building located at 92-54 Queens Boulevard in the Rego Park neighborhood of Queens. The building would be constructed by a private developer on a currently vacant lot. While DHS is not directly funding the construction of the Facility, the developer is going to rely on the debt service contractbetween the Provider and DHS to secure project financing. Thus, for the purpose of this analysis, the potential impacts resulting from construction have been evaluated in the same manner as if DHS was funding the construction directly.Entering into this contract and approving the necessary funding for this temporary housing program is a discretionary action requiring compliance with Executive Order 91 of 1977, as amended, and the Rules of Procedure for City Environmental Quality Review process found at Title 62, Chapter 5 of the Rules of the City of New York and 6 NYCRR,Part 617, State Environmental Quality Review Act.

The New York City Department of Sanitation (DSNY) proposes to amend its rules regarding the mandatory source separation of residential organic waste in the City of New York. Local Law 85 of 2023 requires DSNY to establish a mandatory citywide organics collection program. The Local Law requires DSNY to implement the mandatory organics collection program in 30 residential sanitation districts by October 2, 2023, and all remaining sanitation districts by October 7, 2024. This proposed rule designates such sanitation districts by borough: (1) Queens, which began on the effective date of the mandatory yard waste rule: May 31, 2023; (2) Brooklyn: October 2, 2023; (3) Bronx and Staten Island: March 25, 2024; and Manhattan: October 7, 2024. The rule also species the types of containers in which organic waste must be placed curbside and expands existing requirements related to recyclable materials for residential buildings containing four or more units to apply to organic waste. The proposed rule would amend Title 16, Section 1-08 of the Rules of the City of New York to require that residents source separate organic waste during their designated recycling day.

DDC on behalf of DEP will build a triple-barrel trunk sewer across Idlewild Park and Rockaway Boulevard with an outfall to Thurston Creek just inside John F. Kennedy International Airport. The project is part of DEP's Southeast Queens storm sewer buildout program and will be the southernmost, downstream segment of the Farmers Boulevard spine. Farmers Boulevard stormwater will join the existing flow in Thurston Creek, passing through an existing culvert under airport property out to Thurston Basin and Jamaica Bay. The sewer will be 12 feet deep and 45 feet wide and requires a construction corridor 84 feet wide through Idlewild Park and 130 feet wide inside Kennedy Airport. NYC parkland along the alignment will be restored in kind. The project requires the city to temporarily discontinue parkland during the three-year construction period and to permanently discontinue as parkland the subsurface volume the sewer will occupy. Chapter 472 of the Laws of 2021 authorizes the parkland alienation. The project will use a former NYC Department of Transportation road construction debris storage site within the park for construction staging. Upon project competion, 2.7 acres of the site will be restored to dry meadow conditions and 1.92 acres paved and fenced for NYC Parks use. To mitigate the project's wetland impacts along the alignment and in Thurston Creek, the project will restore tidal wetlands at two locations within the Idlewild Park Preserve.
