Project Description
The New York City Department of Homeless Services (DHS) is proposing to contract for and fund services from the not-for-profit Women in Need (WIN) (Provider) who would operate a transitional residence (Shelter or Facility) located at 44 Victory Boulevard in Staten Island (Proposed Action). Under the Proposed Action, DHS would contract with the Provider to utilize their services to provide temporary housing for up to 200 families with children in a portion of a new building, constructed as-of-right by a private developer. The proposed Facility would provide 200 studio units, primarily for single mothers, and would be operated by 99 full-time-equivalent (FTE) employees who will help residents use available programming to improve life skills, participate in vocational raining, develop financial skills; develop or enhance job skills, access livable wage jobs and find permanent housing. In addition, youth development coordinators would provide onsite day care and recreation opportunities for the children. The facility is expected to be operational in April 2022.

NYCDOT is proposing safety improvements at seven intersections along Conduit Boulevard between Atlantic Avenue and Sutter Avenue in the East New York section of Brooklyn Community District 5. The project is in a Vision Zero priority area where Atlantic Avenue, Liberty Avenue and Pitkin Avenue are Vision Zero priority corridors and South Conduit Boulevard at Liberty Avenue is a Vision Zero priority intersection. The proposed improvements will:  Modify the speed limit from 40 mph to 30 mph along Conduit Boulevard; Install traffic signals on South Conduit Boulevard at Grant Avenue and at Pine Street;  Provide a minimum of two moving lanes on eastbound Atlantic Avenue between South Conduit Boulevard and Euclid Avenue and on South Conduit Boulevard between Atlantic and Liberty Avenues;  Install curb and sidewalk extensions as well as new sidewalks and crosswalks; Remove the left-turn bay on South Conduit Boulevard at Liberty Avenue, Glenmore Avenue and Pitkin Avenue; and  Implement a left-turn prohibition on South Conduit Boulevard at Glenmore Avenue and at Pitkin Avenue.
