Project Description
The Fifth Avenue Committee, Inc. (FAC) (the Applicant) is requesting approval of several discretionary actions to facilitate development of new affordable housing (the Proposed Project) on three sites (Development Sites A, B, and C) in the Brownsville neighborhood of Brooklyn Community District (CD) 16. Development Site A (Block 3743, Lot 12) is a 2,500-sf vacant city-owned lot located at 425 Mother Gaston Boulevard; it would be redeveloped with a four-story, 9,650-gsf mixed residential/commercial building containing six affordable dwelling units (DUs) and 2,500 sf of ground-floor restaurant space. Development Site B (Block 3518, Lot 63) is a 6,000-sf vacant city-owned lot located at 546 Thomas S. Boyland Street; it would be redeveloped with a six-story, 23,661-gsf residential building containing 21 affordable DUs. Development Site C (Block 1455, Lots 65, 66, 79) is a 6,558-sf vacant city-owned property located at 1733 Saint Marks Avenue; it would be redeveloped with a nine-story,32,285-gsf residential building containing 34 affordable DUs. The five tax lots are owned by the NYC Department of Housing Preservation and Development (HPD), and are located within a 0.07-square mile area (see Figure 1). To facilitate the Proposed Project, the Applicant is seeking: (i) a zoning map amendment to rezone a portion of Block 1455 comprising the entirety or portions of 17 lots (Lots 46, 50, 56, 60, 61, 62, 64, 65, 66, 79 and portions of Lots 39, 41-44, 58, and 67; the Proposed Rezoning Area) from M1- 1 to R7A; (ii) a zoning text amendment to map a Mandatory Inclusionary Housing (MIH) area encompassing the Proposed Rezoning Area; (iii) disposition of City-owned property and Urban Development Action Area Project (UDAAP) designation and approval, including Lot 12 on Block 3743; Lot 63 on Block 3518; and Lots 65, 66, and 79 on Block 1455; and (iv) public financing via HPD, and other sources (collectively, the Proposed Actions).
