New York City Department of Environmental Protection (DEP) proposes refacing repairs to the downstream face of Croton Falls Dam, located in the Town of Carmel, Putnam County. Over the past century, the dam has been exposed to environmental degradation and certain chemical processes within the concrete which has led to wear and deterioration of the exposed surface concrete at the structure. The downstream concrete dam face has deteriorated to the point that steel reinforcement is now exposed and small pieces of concrete a safety concern for DEP staff, contractor personnel, and the general public. However, there is no overall stability with the dam itself.

The proposed action is the allocation of New York City (NYC) capital funding to facilitate improvements to an existing open space on NYCHAs Lillian Wald Houses campus in the Lower East Side neighborhood of Manhattan. Specifically, the NYC Economic Development Corporation (NYCEDC) would provide the mechanism for the funding agreement between a nonprofit organization, the Design Trust for Public Space (the Design Trust), and the City. The capital funding allocation would enable the Design Trust to oversee and manage the construction of the proposed project. The existing open space on NYCHAs Lillian Wald Houses campus is a 4,000 square feet grass covered lawn with a fence along the outer edge and is not accessible for residents or the surrounding Lower East Side community. The space is currently gated and locked. In collaboration with NYCHA, the Design Trust held multiple design workshops to gather feedback from residents on how the existing open space could be changed in the future. Aligned with the input provided, which included to make the space publicly accessible, provide more seating, and to redesign the space to allow for programming, the proposed project is comprised of the following improvements: removal of existing fences to allow access to the space for active uses and programming, create permeable surfaces, and install benches, a platform, new lighting, and seating around existing trees. The Design Trust developed the design and will oversee and manage the construction of the proposed project. The city-funded work would cover construction hard costs including demolition, landscaping, concrete, seating, and electrical installations.

This facility would house Fire personnel relocated from the existing quarters of Engine 265/Ladder 121 (58-03 Rockaway Beach Boulevard), EMS personnel from their station at 415 Beach 72nd Street, and the 47th Fire Battalion. The NYC Fire Department currently operates an approximately 50 space, 20,460 square feet parking lot at the southwest corner of 55th Avenue and 58th Street In the Maspeth sectio Queens (Block 2573, part of Lot 25). This parking lot is accessory to the FDNY/EMS Fleet Services Facility, which is located at 55-30 58th Street and adjoins the lot to the south. The remainder of Block 2573, Lot 25 contains a one-story manufacturing/warehouse facility well as approximately 75,190 square feet of open paved area. The Fire Department now proposes to acquire the entire approximately 95,650 square feet open paved portion of Lot and develop it for the following two uses: (i) A one-story, 6,000 sq. ft. ambulance station (and its accessory puking) would developed on what is currently the Fleet Services Facility accessory parking lot. This ambulance station would contain lockers, showers, toilets, a kitchen, supply areas, and enclosed ambulance garage area. The garage will accommodate up to six active ambulance units with additional bays for use by spare ambulances or supervisory vehicles. This section's remaining paved area will be used for access and to provide up to 16 off-street parking spaces for station personnel. This action is being conducted pursuant to the transfer of emergency Medical Service functions from the New York City Health and Hospitals Corporation to the New York City Fire Department, which calls for the Fire Department to construct and opera emergency medical service ambulance stations. The plan is intended to improve the qua of emergency medical service by taking advantage of the Fire Department's resources m management expertise in providing additional ambulance stations throughout the City by restructuring EMS functions to redeploy more medically qualified EMS staff from administrative functions to ambulance services. (ii) The remainder of the project site would be acquired to provide up to 130 off­ street accessory parking spaces (including the 50 spaces displaced from the ambulance station site) for the Fleet Services Facility. This net increase of 80 accessory parking spaces is intended to remove FDNY/EMS vehicles that must currently park on public streets while awaiting service. The overall number of vehicles traveling to and serviced the Fleet Services Facility would not change due to the increased off-street parking capacity.

The development contains six (6) one-bedroom, fifty one (51) two-bedroom, and thirteen (13) three-bedroom units. There is one (1) two-bedroom as the supers unit. The project has 2 commercial spaces and a roof antenna lease with Sprint PCS at 862- 864 Southern Boulevard. The commercial spaces are each approximately 1,400 square feet. The Project is refinancing its existing debt and will acquire a new first mortgage loan through a Fannie Mae execution. As part of the refinancing, the project is requesting HPD provide a new forty (40) year Article XI Gross Rent Tax (GRT) exemption. The owner will use the refinance proceeds to rehabilitate the portfolio. The proposed scope of work will include the correction of all existing deficiencies in the exterior building envelopes, joist repairs, upgrade or replacement of deteriorated mechanical systems/equipment, structural repairs as warranted within each building, bringing the entire development into compliance with current codes governing required standards of accessibility for disabled persons, provide energy efficiency upgrades, and upgrade of fixtures and finishes within the apartments and public areas.

By acquiring the above mentioned Blocks and Lots, the Parks Department will acquire the pond in its entirety and the adjacent DEC mapped freshwater wetlands. By mapping these wetlands as parkland, Parks intends to protect the entire Old Oak Pond and its adjacent area for native and migratory wildlife. while preserving an upland 200 year-old oak forest.

The project proposes the development of a facility for the Museum for African Art, an elementary school to be managed by Edison Schools Inc., and a new headquarters for Edison Schools Inc. The proposed development would occupy five contiguous parcels located on the southeast corner of Fifth Avenue between East 109th and 110th Streets. Four of the parcels are City-owned properties. Development of the project would require the following discrctional')' approvals. Because the project requires discretionary approvals, an environmental review process must be undertaken. The environmental review will focus on the change in use associated with the disposition of City-owned properties and the rezoning of the parcels. The potential effects of the proposed project on the various environmental areas including land use, traffic and neighborhood character are discussed in this EAS.

Trinity House is a 200 unit preservation project under the Participation Loan Program and is being developed by Trinity School and Related.
