Project Description
The New York City Department of Environmental Protection (NYCDEP) is proposing a minor modification to the Sweet Brook Watershed Drainage Plan. In 1999, the Wolfes Pond and Sweet Brook Watershed Drainage Plans Final Environmental Impact Statement (FEIS), CEQR No. 99DEP006, was prepared by NYCDEP acting as lead agency, pursuant to the CEQR process. The FEIS analyzed a comprehensive sanitary and stormwater drainage plan for each of these watersheds. Both drainage plans incorporated the NYCDEP Bluebelt Program into the drainage plan design. The Bluebelt program was developed by NYCDEP to preserve streams, ponds, and other wetlands areasallowing them to perform their natural functions of conveying, storing, and filtering stormwaterwhile improving local stormwater management in these Staten Island watersheds. The drainage plans included a system of sanitary wastewater collection lines and a stormwater management system to collect, manage and treat stormwater prior to discharge into local waterways through Best Management Practices (BMPs). BMPs, such as created wetlands, outlet stilling basins, pocket wetlands, sand filters, and extended detention basins, lessen the impacts of urban stormwater discharges into natural areas and are more cost-effective than conventional piped storm sewer drainage plans. The proposed modification is the addition of a new BMP, SB-5: Grantwood Avenue Stream Relocation, in the Sweet Brook watershed at a location just east of Grantwood Avenue. The purpose of the proposed modification is to improve conveyance in the Sweet Brook stream system. It would also eliminate the sharp twists and turns of the existing stream channel, which runs parallel to Grantwood Avenue for a short distance.
