Project Name
Flushing Creek CSO Floatables Control
Project Description
The New York City Department of Environmental Protection (DEP) is proposing the Flushing Creek CSO Floatables Control project. The proposed floatables control facilities would be implemented at Regulator Number 9 (TI-R09), which is used to regulate the flow in the interceptor leading to the Tallman Island (TI) Wastewater Resource Recovery Facility (WRRF). TI-R09 diverts excessive flow to the interceptor by allowing the excessive flow to be diverted to the combined sewer and eventual discharges as CSO into Flushing Creek at outfall TI-011, which is located along the eastern side of the creek in the Borough of Queens. In order to reduce the amount of floatables, the proposed project would implement bending weirs and floatables controls at this regulator, which during certain intense rain events, conveys CSO overflows not captured by the Flushing Bay CSO Retention Facility.

Rehabilitation of West Tremont Avenue Bridge over MNR Hudson Line and the Major Deegan Expressway (I-87)
Project Description
NYC DOT is proposing the repair or replacement of three structures: the West Tremont Avenue Bridge (BINs 2-24146-0 and 1-06693-0) over the Major Deegan Expressway (MDE) and Metro-North Railroad (MNRR) extending from Cedar Avenue to the east and Matthewson Road/McCracken Avenue to the west, and the Bus Turn-Around Structure (BIN 5-52452-0) in Roberto Clemente State Park, which spans from the West Tremont Avenue Bridge to the north and the Matthewson Road Bridge to the south. The project was initiated as a bridge rehabilitation project to eliminate the structural deficiencies and other non-standard features within the project limits while also improving safety conditions and pedestrian access to and from the Park, I.S. 229 school building, and the Morris Heights Metro-North station. Its rehabilitation is critical to maintaining this important urban local roadway. The existing non-standard features on the bridges and within the project limits are associated with safety-related features such as pedestrian facilities, sidewalk widths, and parapets. In addition, there are structural deficiencies on the existing bridges that are the result of the age, and the current low vertical clearance of the spans over the Major Deegan Expressway exhibit signs of impact damage. To address these problems, the proposed project will replace the existing superstructure and portions of the substructure of the West Tremont Avenue Bridge, which will correct the existing deficiencies including the deterioration of the structure, non-standard roadway geometry, and pedestrian walkways, and help improve the safe movement of pedestrians in the area. The proposed project meets all the project objectives and would require low to medium maintenance efforts to provide a design life of approximately 50 years.

Riverdale Residence Single Adults Project
Project Description
The New York City Department of Homeless Services (DHS) is proposing to enter into a long-term multi-year contract (Proposed Action) with the not-for-profit organizatiin Westhab (the Provider) to operate a transitional residence (the Facility) for up to 130 single adults in a new six-story building (Proposed Project) to be located at 6661-6671 Broadway ('Site')in the North Riverdale neighborhood of the Bronx. To construct the Facility, an existing building would be demolished, and a new building constructed in its place by a third-party developer as-of-right. While DHS is not directly funding the construction of the Facility, the developer is going to rely on the contract between the Provider and DHS to secure project financing. Thus, for the purpose of this analysis, the potential impacts resulting from construction have been evaluated in the same manner as if DHS was directly funding the construction directly. Entering into this contract and approving the necessary funding for this temporary housing program is a discretionary action requiring compliance with Executive Order 91 of 1977, as amended, and the Rules of Procedure for City Environmental Quality Review (CEQR) process found at Title 62, Chapter 5 of the Rules of the City of New York and 6 NYCRR, Part 617, State Environmental Quality Review Act (SEQRA).
