Riverdale Residence Single Adults Project
Project Description
The New York City Department of Homeless Services (DHS) is proposing to enter into a long-term multi-year contract (Proposed Action) with the not-for-profit organizatiin Westhab (the Provider) to operate a transitional residence (the Facility) for up to 130 single adults in a new six-story building (Proposed Project) to be located at 6661-6671 Broadway ('Site')in the North Riverdale neighborhood of the Bronx. To construct the Facility, an existing building would be demolished, and a new building constructed in its place by a third-party developer as-of-right. While DHS is not directly funding the construction of the Facility, the developer is going to rely on the contract between the Provider and DHS to secure project financing. Thus, for the purpose of this analysis, the potential impacts resulting from construction have been evaluated in the same manner as if DHS was directly funding the construction directly. Entering into this contract and approving the necessary funding for this temporary housing program is a discretionary action requiring compliance with Executive Order 91 of 1977, as amended, and the Rules of Procedure for City Environmental Quality Review (CEQR) process found at Title 62, Chapter 5 of the Rules of the City of New York and 6 NYCRR, Part 617, State Environmental Quality Review Act (SEQRA).

DSNY Mandated Yard Waste

23DOS008Y
Project Name
DSNY Mandated Yard Waste
Project Description
The Department of Sanitation (DSNY) proposes to amend its rules regarding residential collection of designated recyclable materials to require residents to set their yard waste for separate separate collection citywide. The proposed rule would amend Title 16, Section 1-08 of the Rules of the City of New to require all New York City residents to source separate yard waste and set it out for separate collection on their designated recycling day during two periods each year: (1) March 1 to July 31 and (2) September 1 to November 30. The rule also permits residents to separate out organic waste with their source-separated yard waste for its separate collection. Mandatory Yard Waste collection would be phased in by borough: (1) Queens: upon the effective date of the rule; (2) Brooklyn: October 2, 2023; (3) Bronx and Staten Island: March 25, 2024; and (4) Manhattan: October 7, 2024. Residents may set out designated yard waste for curbside collection in two-ply wet strength stock leak-proof paper bags not exceeding 16 inches in length by 12 inches in width by 35 inches by 35 inches in height. The paper bags must have a capacity between 30 and 55 gallons. Alternatively, residents can set out their yard waste in rigid containers that are between 13 and 55 gallons in capacity and are clearly labeled with a DSNY decal or letters at least four inches in height. If the yard waste is commingled with organic waste in a rigid container, the cover must also be a tight-fitting lid and the container may be lined with a clear plastic bag. The proposed rule change will help New York City meets its waste diversion goals and help meet City goals to reduce greenhouse gas emissions, such as methane from organic waste in landfills, by 80 percent by 2050. Decreasing New York City's reliance on landfills will help reduce releases of air pollutants including particulates, methane, and other landfill gases that contribute to climate change, and reduce fuel required for long-distance transport of the City's refuse, and thereby help conserve resources and achieve environmental sustainability goals. The proposed rule change is generic and will not involve construction or land use changes. The action will not require any increase in capacity of facilities handling organics or change in their permit authorizations.
