Project Description
The New York City Economic Development Corporation (EDC), New York City Department of Housing Preservation and Development (HPD), and New York City School Construction Authority (SCA) seek to redevelop Manhattan Block 1791, Lots 20 and 25 (A-East) and Lots 44 and 46 (A-West) in East Harlem. The Proposed Project includes redevelopment of development parcels A-West and A-East with mixed-use buildings. NYCEDC anticipates proposing to rezone the Project Area from the existing C6-3 district to a R11 district. The redevelopment of A-East will be led by EDC, and the redevelopment of A-West will be by HPD. A-East is expected to be redeveloped with a building that includes two public high schools, with affordable and market-rate Dus above. Based on SCA design programming for high schools, the combined area of schools is expected to be approximately 128,500 gsf. A-West is expected to be redeveloped with a building that contains approximately 425 affordable Dus and 15,000 gsf of community facility space, including a replacement church facility. To facilitate the Proposed Project, the Applicants would seek several discretionary actions, including a zoning map amendment to rezone Manhattan Block 1791 from C6-3 to R11; a zoning text amendment to establish a Mandatory Inclusionary Housing (MIH) area coterminous with the Rezoning Area; amendments to the Harlem East Harlem Urban Renewal Plan (HEHURP); site selection for two new public high schools on A-East; HPD financing to facilitate the proposed permanently affordable housing on A-West; a UDAAP disposition for the church site on Block 1791 Lot 44; and disposition of City-owned property to facilitate the redevelopment of A-East and A-West.
