Shokan S1 Storage Building Phase II Environmental Site Assessment Sampling
Project Description
New York City Department of Environmental Protections (DEP) Bureau of Environmental Planning and Analysis (BEPA) has reviewed the proposal to conduct a Phase II Environmental Site Assessment (ESA) to construct a storage building located at the Ashokan Reservoir, Ulster County. In support of maintenance activities, DEP proposes to construct a storage building which will require some excavation. The site of the proposed building is city-owned land located just south of the Ashokan Reservoir East Basin Spillway. The 0.6-acre site is and has historically been used to stockpile construction materials. In December 2022, as part of the Citys Environmental Quality Review (CEQR), a Phase I ESA was completed. The Phase I report identified a Recognized Environmental Condition (REC) at the site due to the staging of stockpiled material from unknown origins and recommended a Phase II ESA be conducted prior to any subsurface disturbance.

Project Name
NYPD Floyd Bennett Field Lease
Project Description
The New York City Policy Department (NYPD), is seeking a City approval to continue operations on an approximately 48.6-acre portion of Floyd Bennett Field in Brooklyn (Block 8591, a portion of (p/o) Lot 75), which is under National Park Service (NPS) jurisdiction. NYPD has operated on Floyd Bennett Field for 25 years under a cooperative agreement with the NPS, which expires in 2023. Both parties seek to continue NYPDs presence, but in the form of a ground lease rather than a cooperative agreement. In addition, as the driver training course would be discontinued in both No-Action and With-Action scenarios, the size of the area used by NYPD would decrease and the existing NYPD uses of the site would be reduced. Otherwise, no new or different operations are expected to be located at the site as a result of the new lease.

Orchard Beach Maintenance and Operations Facility
Project Description
The New York City Department of Design and Construction (DDC), on behalf of the New York City Department of Parks and Recreation (NYC Parks), is proposing Capital Project P-1ORCHMO and is referred to as the Orchard Beach Maintenance and Operations Facility. The proposed project site is located in Pelham Bay Park near Orchard Beach and Park Drive, south of the Orchard Beach Bus Terminal. The proposed project involves developing a new NYC Parks maintenance and operations (M&O) building for the purposes of relocating the existing operations that are near the beach to an upland site that is out of the floodplain with the objective of better supporting beach operations and improving public safety by removing these operations away from the bathhouse where maintenance vehicle operations conflict with public paths. The proposed facility is comprised of a 2-story, approximately 11,538-gross-square-foot building, an approximately 28,854-square-foot brick walled enclosure for vehicle maintenance and storage (i.e., service yard), a fuel pumping station, and new access roads. The proposed facility would also incorporate drainage swales. Assuming all approvals are issued, the proposed project is expected to be operational in 2025.
