Project Description
The Site, which is located at 28-10 Queens Plaza South in the Long Island City area of Queens, comprises two tax lots, Lot 1 and Lot 101, and constitutes a single, merged zoning lot. The Site was previously owned by the City and occupied by a 1,150-space municipal parking garage. NYCEDC leased Lot 101 to the Developer to facilitate the demolition of the garage, site clearance and the construction of the first building, which is under construction. Within the timeframe set forth in EDC's development agreement with the Developer or its affiliate, construction will construct on Lot 1 a second office building with ground floor retail. At full build out, the Site is expected to comprise approximately 1.7 million gross square foot (gsf) office and retail development. The proposed project requires approval of two discretionary actions from the New York City Planning Commission: (1) an amendment to the condition of the disposition of Block 420 (C010260PPQ, which was approved on May 23, 2001) to reduce the required number of parking spaces on Block 420 from 1,150 to 550, for which DCAS is the applicant, and (2) A modification of the project sites existing special permit (CP-21223) for a public parking garage, for which NYCEDC and the Developer are co-applicants. The modified special permit would allow the reduced 550-space garage.
