Project Description
The New York City Department of Environmental Protection's DEP Red Hook Water Pollution Control Plant WPCP is located in Brooklyn within the Brooklyn Navy Yard Industrial Park. Red Hook WPCP opened in 1987 treats combined sanitary and storm sewage from approximately 3,200 acres in northwest Brooklyn and Gsovernors Island The plant has a dry weather capacity of 60 million gallons per day (MGD). The proposed project involves the installation of two 2,000 kilowatt (kW) diesel engine generators and the upgrade of electrical support structures to provide long term dependability. The plant currently has two 2 1, 800 kW turbine generators which have been deemed unreliable. The two existing backup generators failed to operate during the August 13 2003 Northeast Blackout. A temporary emergency generator has been installed at the WPCP and will be in place until the two new generators are installed. The temporary generators would then be removed.

The project involves the sale of City-owned property by the Department of Citywide Administrative Services (DCAS) to the New York City Economic Development Corporation (NYCEDC) for the ultimate proposed implementation ofthe community center. The disposition is a discretionary action and is subject to the Uniform Land Use Review Procedure (ULURP) and City Environmental Quality Review (CEQR). The ULURP for the general and unrestricted disposition of the property was initiated by DCAS with the intention of disposing of the property through sale by auction. The disposition was approved by the City Council on the condition that the property would be held from auction pending a negotiated sale to MHHC. ULURP was completed in November 2000 (C000411 PPX). The sale of the property by NYCEDC is subject to Section 384(b)(4) of the New York City Charter, which allows a local development corporation to sell or lease property on behalf of the City. The proposed development is otherwise 'as-of-right' under the New York City Zoning Resolution.

The Special Permit could allow up to the maximum permitted Community Facility FAR of 2.0 pursuant to ZR Section 24-111. The special permit would legalize an existing 66,406 sf Use Group 3 non-profit institution with sleeping accommodations, increasing the permitted UG3 FAR from 0.73 to 1.10 on the zoning lot. The 7,051 sf ambulatory diagnostic health care facility would be built as-of-right.
