The proposed subway improvements at the Broad Street Station of the Nassau Street (J/Z) subway line would consist of the installation of two Americans with Disabilities Act (ADA) compliant elevators that would provide access to the southbound and northbound subway platforms, and improvements to the ingress and egress at two control areas at the connecting Wall Street Station of the Lexington Avenue (4/5) subway line. The Project Site is in the Wall Street Historic District and is classified a Type I Action under SEQRA.

To facilitate the Proposed Project, the Applicants would seek several discretionary actions, including a zoning map amendment to rezone Manhattan Block 1791 from C6-3 to R11; a zoning text amendment to establish a Mandatory Inclusionary Housing (MIH) area coterminous with the Rezoning Area; amendments to the Harlem East Harlem Urban Renewal Plan (HEHURP); site selection for two new public high schools on A-East; HPD financing to facilitate the proposed permanently affordable housing on A-West; a UDAAP disposition for the church site on Block 1791 Lot 44; and disposition of City-owned property to facilitate the redevelopment of A-East and A-West.

The Maimonides Portfolio (The Project) consists of 8 buildings totaling 317 residential units across the Borough Park section of Brooklyn. IHG acquired these buildings from Maimonides Hospital in November 2018 and started construction in March 2019. Included in the initial renovations were a gut rehab of 80 units, extensive façade repairs, as well as replacement of each buildings roof, and five of the seven boilers. Security upgrades took place, including the replacement of the intercom systems and installation of security cameras. In addition, improvements were made to the common areas, as well as the courtyards for each of the buildings. Construction has been put on hold temporarily, and will resume upon closing with HPD. Once resumed, construction is expected to last another 6-12 months. Current proposals would create a 83% regulated AMI average.

The Project Sponsor is proposing to develop 11 vacant lots with nine residential buildings and one mixed-use community facility and residential building, containing a total of 70 affordable dwelling units (DUs) and approximately 1,626 gross square feet (gsf) of community facility space (the Proposed Project). All 11 tax lots are owned by HPD, and would be disposed of to the Project Sponsor as a result of the Proposed Actions. The development of the proposed buildings would be facilitated by HPD financing through the Extremely Low and Low Income Affordability (ELLA) Program. The Proposed Project is expected to be constructed, occupied, and fully operational by 2022.
