The City of New York is mandated by law and court order to provide housing to every eligible homeless family and individual who seeks it and must do so on an immediate basis. Thus, DHS must have sufficient shelter capacity to meet fluctuations in shelter demand. According to the Department of Homeless Services Daily Report published July 17, 2019, there are 11,839 families with children residing in New York City family shelters. Use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs. DHS also recognizes that its shelter providers must provide services to New Yorkers to assist them in moving out of shelter and into permanent housing as quickly as possible. DOT is proposing to permanently build-out temporary roadway improvements such as curb and median extensions along Delancey Street between Bowery and Clinton Street in the Lower East Side neighborhood of Manhattan Community District 3. The proposal will include will include the replacement of an eastbound through lane (next to the median) on Delancey Street with a grade separated bike lane, left-turn prohibitions at critical intersections, sidewalk enhancements and trench restoration. On July 2018, the through lane was replaced with a two-way protected bike lane using temporary materials.
