Project Description
DOT is proposing to permanently build-out temporary roadway improvements such as curb and median extensions along Delancey Street between Bowery and Clinton Street in the Lower East Side neighborhood of Manhattan Community District 3. The proposal will include will include the replacement of an eastbound through lane (next to the median) on Delancey Street with a grade separated bike lane, left-turn prohibitions at critical intersections, sidewalk enhancements and trench restoration. On July 2018, the through lane was replaced with a two-way protected bike lane using temporary materials. Other components of the project include pedestrian ramp reconstruction along Clinton Street, Essex Street, Allen Street and Chrystie Street. Furthermore, trench restoration and resurfacing of Ridge Street between Delancey Street and Rivington Street is part of the proposal. The estimated time of construction (ETC) is 2023.

Project Description
DEP proposes construction of a new 200-foot long floating dock with anassociated platform and gangway in the area adjacent to an existing floating dock in Whale Creek Canal. The proposed floating dock expansion would accommodate four additional DEP vessels and allow for those vessels to be properly offloaded. The gangway would be used to board the floating dock both of which would raise and lower according to high and low tides. Existing infrastructure used to support the current floating dock would be altered to support the floating dock. Alterations would include the potential removal and replacement of existing fenders and removal of a portion of a concrete wall and railing associated with the existing bulkhead. Currently, DEP skimmer vessels (which remove floating trash) and harbor patrol vessels are berthed at several WWTPs in Brooklyn and Queens, including Whale Creek Canal at the Newtown Creek WWTP and Red Hook Marina at the Red Hook WWTP. The Red Hook Marina is located in lower East River adjacent to Governors Island. The existing dock at Red Hook Marina is in poor condition, and vessels berthed there are subject to wave action from ferries and other marine traffic. Red Hook Marina is also susceptible to strong currents, and offers little protection from storms. This often results in vessels being slammed against the bulkhead during storm events. The existing dock and associated floating platform were designed for offloading trash skimmings and skimmer vessels; however, the dock has not recently been used for its intended purpose. Due to its relatively sheltered location, the dock at Whale Creek Canal would be a more suitable berthing site than Red Hook Marina. Therefore, DEP proposes to relocate four skimmer and harbor patrol vessels, ranging from 30-55 feet in length, from Red Hook Marina to Whale Creek Canal.
