14th Street Corridor

Both in response to efforts to promote alternative forms of transportation, and to serve those displaced by the partial L train shutdown, NYCDOT is proposing to make permanent three projects that were originally anticipated to be installed temporarily for the full L train 18-month shutdown that was anticipated to run from April 2019 to October 2020. In January 2019, the L train shutdown was shifted from a full closure to a partial closure, but still L train riders were anticipated to be displaced on nights and weekends while maintenance ensued. The three projects involved are the 12th and 13th Street bike lanes, the closure of Union Square West and the 14th Street Transit and Truck Priority Pilot. The 12th and 13th Street bike lanes are located along 12th Street from Greenwich Avenue to Avenue C, 13th Street from Greenwich Avenue to the cul-de-sac between Avenues B and C, 13th Street from Hudson Street to 8th Avenue, and Horatio Street from Hudson Street and Greenwich Avenue in Manhattan Community Districts 2 & 3. The Union Square West Closure will include permanently closing Union Square West from East 14th to East 15th Streets and East 16th to East 17th Streets to general traffic in Manhattan Community District 5. Last, the 14th Street Transit and Truck Priority Project will last 18-months beginning around June 2019 and will involve only allowing buses and trucks to make through trips between 3rd and 8th Avenues in the westbound direction and between 9th and 3rd Avenues in the eastbound direction. All other traffic will only be allowed to travel on 14th Street for one block for local access, and then must take the next right turn off of 14th Street. All three projects will be implemented in 2019.

During this past winter (2011-2012), two (2) pair of bald eagles, (Haliaeetus leucocephalus), established two (2) new bald eagle nests within areas of maintenance and inspection work at the Cannonsville Dam, part of New York Citys Delaware Water Supply System (located within Delaware County in the western portion of the Delaware Watershed in the Town of Walton. New York City Department of Environmental Protection (DEP) currently conducts a number of dam safety, maintenance and inspection activities within the vicinity of these nests. To continue work in this area, DEP is applying for an Endangered/Threatened Species Permit pursuant to Environmental Conservation Law (ECL) Section 11-0535 and 6 NYCRR Part 182 and Part 175, as well as a Federal Fish and Wildlife Permit Eagle Take to undertake work within 660 feet of the eagle nest locations. The proposed action requires approval from New York State Department of Environmental Conservation and the United States Fish and Wildlife Service.

The proposed NYC local law follows the legal framework established by the New York State plastic bag law. The proposed local law would ban the provision of free carryout paper bags by most commercial establishments in New York City, and require them to charge customers a five-cent fee per carryout bag instead, starting on March 1, 2020. The five-cent fee would be a tax, requiring the business owner to report the fees collected to the New York State Commissioner of Taxation and Finance each quarter. Any sales slip, invoice, or receipt provided to the customer must separately state the total paper bag fee paid and the total number of paper carryout bags provided to the customer.
