The proposed project involves upgrades to the North River Wastewater Treatment Plant (WWTP), including the cogeneration facility in the existing engine room, and other plant infrastructure and equipment improvements. The cogeneration upgrades would consist of the replacement of the ten (10) existing tri-fuel (#2 fuel oil, natural gas, and digester gas) engines at the WWTP with five (5) new 3.37 MW dual fuel (natural gas and digester gas) spark ignited reciprocating engine generators. The existing engines are located within the engine room of the WWTP and have reached the end of their useful life, with some now being inoperable. Four of the five new engines would operate at a maximum output of 13.48 MW, with the fifth engine as a standby unit for emergencies or if one of the other engines requires service or repair. The replacement of these engines represents a significant upgrade to the WWTPs co-generation facility, which supplies power for many of the operating systems at the WWTP. The state-of-the-art replacement engines, and the majority of the associated upgrades to piping and electrical systems, would be located within or adjacent to the engine room. The new engines would connect to the existing stacks located at the WWTP, just south of the plants 145th Street connector. During project construction, four (4) 2 MW diesel interim emergency generators may be installed to provide back-up power to the Plant during emergencies; these would be removed when construction is complete and the upgraded cogeneration plant is operational. Additionally, improvements to the WWTPs electrical infrastructure and other related equipment would be made to allow the plant to operate based on digester gas, natural gas, electricity, or a combination of any of these energy sources. Thermal recovery systems would be upgraded to utilize the heat produced by the engine generators and distribute it throughout the North River WWTP. Digester improvements are also included with this project to increase digester gas production and to provide gas cleaning to ensure compliance with air permit requirements. In addition, the seperation of park electrical service from electrical service at the plant would be undertaken.

The Project Sponsor, Pennrose, LLC, is seeking financing from the New York City Department of Housing Preservation and Development (HPD) (the 'Proposed Action') to facilitate the development of a 211,408 gross square foot (gsf) mixed-use building (the 'Proposed Development') located at 50 Pennsylvania Avenue (Block 3669, Lots 13, 17, 20, 22, 26 - the 'Development Site) in the Cypress Hills neighborhood of Brooklyn, Community District 5. The Development Site has frontages on Pennsylvania Avenue to the east, Fulton Street to the north, and Sheffield Avenue to the west, and is currently occupied by parking and one-story retail uses. The J Nassau Street Local train and the Z Nassau Street Express train run along an elevated track above Fulton Street directly north of the Development Site. The A Eighth Avenue Express train and the C Eighth Avenue Local train run below-grade directly east of the site beneath Pennsylvania Avenue. The Development Site was recently rezoned to C4-4L as part of the NYC Department of City Planning's East New York Neighborhood Plan. Under the Proposed Action, the Development Site would be developed with the Proposed Development, a nine-story (approximately 93 ft. tall), approximately 211,408 gsf (178,798 zsf) mixed-use building containing approximately 218 units of affordable housing (including the superintendent's unit), a 23,577 gsf 'FRESH' supermarket, and approximately 3,835 gsf of local retail. The Proposed Development will also include a 5,413 sf parking lot with 15 accessory parking spaces. Construction of the Proposed Development is expected to begin in December 2019 with all elements completed and operational in 2021.

NYCDOT, as part of its efforts to extend the useful life of its bridges, is proposing necessary maintenance and rehabilitation work for the 50th Street Bridge over LIRR between 18th and 19th Avenues in the Ocean Parkway section of Brooklyn Community District 12. The existing bridge geometry consists of one travel lane in each direction with parking prohibitions and sidewalks on either side of the bridge. The 50th Street Bridge is a two-span steel continuous girder and floor beam system with a 7,100 square-foot deck area which carries utilities including gas, electricity and telephone systems.
