Project Description
The project sponsor, Twin Brothers Development, LLC, is seeking construction financing (the Proposed Action) from HPD to facilitate the development of a new mixed-use residential building (the Proposed Project) in the Morrisania neighborhood of the Bronx, Community District 3. The proposal would be financed through HPDs Neighborhood Construction Program (NCP). The Project Site is located at 545 East 166th Street (Block 2608, Lots 30 and60) and consists of two privately-owned vacant lots measuring approximately 8,743 square feet (sf) and generally bounded by Third Avenue to the west, East 166th Street to the south, Fulton Avenue to the east and East 167th Street to the north. Under the Proposed Action, the Project Site would be developed with a new, nine-story mixed-use building containing approximately 40 units of affordable housing (plus one superintendents unit for a total of 41 units), approximately 8,000 sf of community facility space, and 5,200 sf of commercial space. Of the total 41 dwelling units, 36 dwelling units would be affordable to households with incomes at or below 60% of the area medium income (AMI), four dwelling units would be available to households with incomes at 80% of AMI and one dwelling unit would be reserved for the building superintendent. In addition, the Proposed Project would include an approximately 300 sf bicycle room with space for 20 bicycles as well as an approximately 748 sf rooftop terrace for the building residents. The Proposed Project would be constructed in conformance with the existing zoning of the Project Site, which is a combination of R6 (Lot 60) and MX-7, M1-1/R7-2 (Lot 30). According to the Environmental Assessment Statement (EAS), construction of the Proposed Project is expected to be constructed and operational by the end of 2018. Absent the Proposed Actions, the existing conditions of the Project Site would remain. A part of the Project Site (Block 2608, Lot30) is located within the Morrisania Special Mixed Use District and was rezoned to MX-7 (M1-1/R7-2) in 2003 as part of the Morrisania Rezoning (CEQR No. 03DCP46X). The Proposed Project is subject to Section ZR 123-32 of the New York City Zoning Resolution, which requires window-wall attenuation of 35 dBA for all new residential development in Special Mixed Use Districts. In addition construction funding from HPD, HPD may utilize federal funding originating from the U.S. Department of Housing and Urban Development (HUD).
