Stuy-Mews was developed under the Partnership New Homes program. It was completed in 1992 and consists of 66, 2-family homes. The proposed renovation of the subject property consists of rehabilitation and repaving of the asphalt parking area. The parking area has several sections of cracked broken pavement, potholes, along with sunken sections. The rehabilitation will involve no anticipated soil disturbance except for excavation in connection with stabilizing and maintaining the current ground elevation. The improvements for the subject property are restricted to the parking area and no areas of exposed soils will remain after the project. Because of poor construction practices by the builder, the development has suffered from ground settlement that has adversely affected the parking lot and sanitary/storm lines. HPD made a commitment many years ago to both homeowners and elected officials to make a best effort to fund repairs to the development. Because these are privately owned homes, available funding sources are limited. One eligible source of funds is the Battery Park City Housing Trust Fund. To access these funds, HPD needs approval from the Comptrollers Office. One condition the Comptrollers Office placed on the our ability to access the funds for this project was that we would need to perform soil testing and develop a RAP/CHASP if exceedances were discovered. HPD is using Neighborhood Restore to engage/monitor with the environmental company and with the contractor who will be performing the ultimate repairs to the development.

The applicant, Avenues World Holdings LLC ('Avenues') is seeking a special permit pursuant to Zoning Resolution ('ZR') § 73-19 from the Board of Standards and Appeals (BSA) permitting Avenues to temporarily use portions of a building in an M1-5 district as a school space. The 'project site,' is the fourth-floor 7,250 gross square foot (gsf) space located at 513 West 26th Street / 515-519 West 26th Street (Block 698, Lot 18). Avenues currently operates an existing school building (kindergarten through grade 12), one block south of the project site, at 259 Tenth Avenue. Additionally, Avenues recently received approval from the BSA for the development of school space (approximately 64,000 square feet) in a new mixed-use building at 540 West 26th Street to accommodate approximately 488 students. The project consists of the fourth floor of the combined four-story (513 West 26th Street) and seven-story (515-519 West 26th Street) former manufacturing building that now contains art-related businesses (i.e. galleries) within the West Chelsea Historic District and the Special West Chelsea Zoning District. The special permit would allow Avenues to use the project site, as temporary school space for approximately 120 upper school students (grades 9-12) during the interim period between the completion and occupancy of the new building at 540 West 26th Street. The special permit would expire after two years. There would be no structural alterations to the existing bulding or its facade as a result of the proposed project, all construction would be temporary in nature.
