The Proposed Action is the implementation of a comprehensive perimeter vehicle security plan for the World Trade Center (WTC) Site (the Campus Security Plan) to protect against vehicle-borne explosive devices while ensuring an open environment that is hospitable to remembrance, culture, and commerce. The Campus Security Plan bars unscreened vehicles from entering the Site and certain areas at the perimeter of the Site and creates stand-off distances to guard against the risk of progressive collapse of buildings and other catastrophic damage to persons and property. A vehicle seeking to enter restricted areas would be subject to credentialing to determine whether entry is authorized and screening to ensure that the vehicle does not contain dangerous material. The creation of a Trusted Access Program (TAP), in which tenants, car services, taxis and delivery vans could enroll, is envisioned to expedite vehicle entry.

The New York City Department of Environmental Protection (DEP) has proposed 10 Water Quality Monitoring Stations (WQMS) to be installed at the shafts 24B-33B of the Manhattan Leg of City Water Tunnel Number 3. These WQMS would be necessary to ensure the highest water quality to consumers after the Manhattan Leg is activated and that free chlorine residual meets minimum compliance standards set by the federal Safe Drinking Water Act and the New York State Sanitary Code. Monitoring would also include pH, specific conductance and temperature. DEP staff would access the WQMS on a weekly basis to calibrate and collect data from the instruments.

The proposal involves an application by HPD, on behalf of the project sponsor, BFC Partners, for the acquisition of two privately owned properties (Block 456, Lots 27 and 28) by HPD and the subsequent disposition of these properties to the project sponsor. In connection with the disposition, project approval and designation of the site as an Urban Development Action Area Project (UDAAP) is also being requested. The proposed action would facilitate the construction of a new, 67,308-square-foot mixed-use building under the Citys Inclusionary Housing Program (IHP). The proposed building would be 11-stories (or 115 feet) tall and would contain 60 dwelling units (12 of which would be affordable in accordance with the IHP), and approximately 6,645 square feet of ground-floor retail space. Approximately 1,600 square feet of the building would be dedicated as a transit easement as required by the project sites TA District designation. In addition, the proposed building would include a 12 foot cantilever over Lot 29 at a height of approximately 54 feet. The cantilever would rise from the 6th through 11th floors of the building and would extend over the existing five-story building located on Lot 29. To accommodate the cantilever, the project sponsor would acquire unused air rights from the owner of Lot 29.

The New York City Department of Environmental Protection (DEP) is proposing to repeal and reenact Title 15, Chapter 17 of the Rules of the City of New York (RCNY), the existing rules governing the Issuance of Revocable Land Use Permits for the Occupation or Use of City Property (Existing Rules).The Proposed Rules would apply to any Permitted occupation or use of New York City property (lands, waterbodies, reservoirs and infrastructure) in the counties of Delaware, Dutchess, Greene, Orange, Putnam, Schoharie, Sullivan, Ulster, and Westchester. These rules are for the benefit of municipalities, utilities, government agencies, organizations exempt from Federal taxation pursuant to IRC (Internal Revenue Code) §501(c)(3), individuals and commercial enterprises who may wish access over or to occupy City owned property. DEP would be the City agency designated as the issuing authority for Revocable Land Use Permits (Permits) The purposes of the proposed repeal and reenactment of the Rules for the Issuance of Revocable Land Use Permits for the Occupancy or Use of City Property include:  to provide a more user-friendly format;  to clarify the application process;  to establish a new section that covers the term and renewal of the Land Use Permit;  to establish a category of applicants for which the application and permit fees will be waived, and remove the Commissioners discretion to waive fees only for entities that provide services to NYC-owned facilities;  to require that permittees supply a surety bond when siting major infrastructure improvements on City property. The surety bond will cover the cost of any repairs or remediation made necessary by: o a permittees use of City property; and o the removal of such improvements and restoration of the property in case the permittee abandons those improvements after DEP revokes or terminates the permit. The proposed rule also allows DEP the opportunity to perform such repairs, remediation or removal itself based on the nature and location of the repair, remediation or removal at issue.  to provide 30 days notice prior to revocation to give the permittee the opportunity to resolve the problem underlying the proposed revocation;  to reorganize the fee schedule into table format and to differentiate between Commercial and Non-Commercial fees to make the fee schedule easier to understand; and  to adjust the annual fees to reflect Cost of Living Adjustments since 2005 (as provided in the January 21, 1997 New York City Memorandum of Agreement.) The proposed action requires promulgation pursuant to authority granted to the Commissioner of the Department of Environmental Protection as set forth in sections 24-308, 24-309, 24-310, 24-332, 24-334, 24-337, 24-342, and 24-346 of the Administrative Code of the City of New York. The proposed action also requires approval according to the City Administrative Procedure Act (CAPA). No State or Federal approvals are required to implement the proposed action.

The existing Grit Washers show evidence of wear and tear due to aging and breakdown over time caused by environmental elements and continuous use. If the Grit Washers are not replaced, they may malfunction. The existing four Grit Washers shall be removed and replaced in kind, along with the motor. Four 30' Single Ribbon, 50% Pitch Series Full Flare 316 Stainless Steel Grit Washers will be installed. A 3 HP motor, replaceable liners and pressure gauges will also be installed.

DSNY will construct and operate the Brooklyn District 3 Garage, comprising approx. 211,678 gsf on a parcel of 2.26 acres at 559 Park Ave./60 Nostrand Ave./31 Warsoff Place, Brooklyn. It would be mainly one story with a cellar, plus a three-story employee support section. It would store collection vehicles, mechanical brooms, salt spreaders, snow plows and other equipment; conduct vehicle maintenance; provide fueling; and provide related personnel support space (offices, locker rooms, lavatories,etc.). It would have environmentally sustainable features. It will enable DSNY to vacate its current leased District 3 Garage facility at 535 Johnson St. in BK CD 1, and operate from the new facility within the District it serves, with shorter and more efficient routes. The garage design was modified since the 2001 EAS and ULURP approvals; see Technical Memorandum 1.

The Project Sponsors, a joint venture of Pennrose, LLC, RiseBoro Community Partnership, and Habitat for Humanity NYC, are seeking the approval of several discretionary actions (collectively, the 'Proposed Actions') to facilitate the development of a 93,281 gross square foot (gsf) mixed-use building containing affordable, senior housing as well as local retail and community facility uses in the Nolita neighborhod of Manhattan, Community District 2 (the 'Development Site'). The Proposed Actions include the disposition of City-owned property, the designation of the site as an Urban Development Action Area Project (UDAAP), and construction financing from the New York City Department of Housing Preservation and Development (HPD). The through-block City-owned site, currently occupied by a community garden, is located on the block bound by Elizabeth Street to the east, Mott Street to the west, Spring Street to the south, and Prince Street to the north. The Development Site is zoned C6-2, and is located within the Special Little Italy District. The Development Site is also located within the Chinatown and Little Italy Historic District, which is listed on the State and National Registers of Historic Places. Under the Proposed Actions, the Development Site would be redeveloped with the Proposed Development, a 7-story (approximately 74 ft. tall; approximatley 86 ft. tall including the mechanical bulkhead), approximately 93,281 gsf mixed-use building containing approximately 123 units of affordable, senior housing (124 units total including the superintendent's unit), approximately 4,298 gsf of ground floor local retail, and approximately 10,757 gsf of community facility space, as well as 6,800 sf of publicly accessible open space. The Proposed Development is expected to be completed and operational by 2021.
