Project Description
The Project Sponsors, a joint venture of Pennrose, LLC, RiseBoro Community Partnership, and Habitat for Humanity NYC, are seeking the approval of several discretionary actions (collectively, the 'Proposed Actions') to facilitate the development of a 93,281 gross square foot (gsf) mixed-use building containing affordable, senior housing as well as local retail and community facility uses in the Nolita neighborhod of Manhattan, Community District 2 (the 'Development Site'). The Proposed Actions include the disposition of City-owned property, the designation of the site as an Urban Development Action Area Project (UDAAP), and construction financing from the New York City Department of Housing Preservation and Development (HPD). The through-block City-owned site, currently occupied by a community garden, is located on the block bound by Elizabeth Street to the east, Mott Street to the west, Spring Street to the south, and Prince Street to the north. The Development Site is zoned C6-2, and is located within the Special Little Italy District. The Development Site is also located within the Chinatown and Little Italy Historic District, which is listed on the State and National Registers of Historic Places. Under the Proposed Actions, the Development Site would be redeveloped with the Proposed Development, a 7-story (approximately 74 ft. tall; approximatley 86 ft. tall including the mechanical bulkhead), approximately 93,281 gsf mixed-use building containing approximately 123 units of affordable, senior housing (124 units total including the superintendent's unit), approximately 4,298 gsf of ground floor local retail, and approximately 10,757 gsf of community facility space, as well as 6,800 sf of publicly accessible open space. The Proposed Development is expected to be completed and operational by 2021.
