Project Description
The proposed action includes the rezoning of the entire block bounded by West 130th Street, Convent Avenue, West 129th Street and Amsterdam Avenue in Manhattan (Block 1969, Lots 1, 5, 6, 12, 19, 65, 66, 68, 78, 79, 80, 81, and 104) from the existing MI-l and R7-2 zoning districts to an R 7 A zoning district ('Rezoning Area'). The existing C 1-4 zoning overlay along Amsterdam Avenue will not be affected by the proposed action (see Figures 1 through 4). This EAS includes an analysis of a reasonable worst-case development scenario for the Development Site and Lots 12 and 68 (the 'Projected Development Sites') to provide a conservative assessment of the potential environmental impacts arising from the proposed action. This EAS also assumes that new residential development would occur on the Projected Development Sites as a result of the proposed action and analyzes such development on a quantitative basis. Currently, these two lots contain private parking (a garage on Lot 12, and a surface lot on Lot 68). Absent the proposed action, a total of 36 residential units could be developed on Lots 12 and 68. With the proposed action, these two lots could be redeveloped with a total of approximately 120 residential units, a net increase of 84 units over the as-of-right development potential (see Table 1). The building on Lot 12 could be up to 7 stories and 80 feet tall, and the building on Lot 68 could be up to 4 stories and 80 feet tall (see Figure 9). Therefore, for the purposes of the analyses presented below, a net increment of 84 residential units is analyzed for the Projected Development Sites. According to permits issued by the Department of Buildings a six-story, 37-unit residential building is under construction on Lot 19.
