Project Description
The New York City Department of Environmental Protection (DEP) is proposing a sewer extension project to be constructed within the Village of Margaretville and Town of Middletown, Delaware County, New York. The proposed project would connect forty-six (46) existing homes to the New York City owned Margaretville Wastewater Treatment Plant (WWTP) to reduce reliance on septic systems. The location of the sewer extension was chosen to alleviate existing and future water-quality problems, and is not intended to foster new development in the area. The objective of the proposed project is to eliminate existing discharge to groundwater from individual on-site septic systems located upstream of the Pepacton Reservoir. The proposed project is part of the New York City Watershed Memorandum of Agreements (MOA) Sewer Extension Program (Paragraph 123), which was signed in March 1997, and the Filtration Avoidance Determination (FAD) issued by USEPA in July 2007. The project areas are located along Academy Street, Bull Run Road and along and within the vicinity of Harold Finch Road (aka Glen Acres Road), respectively. The Academy Street portion of the work would include approximately 900 linear feet of 8-inch diameter PVC sewer main constructed within the existing road right-of-way and 250 linear feet of 4-inch diameter sewer laterals serving three (3) homes. The Bull Run Road portion of the work would include approximately 2,800 linear feet of 8-inch diameter sewer main constructed within the existing road right-of-way and 800 linear feet of 2- and 4-inch diameter sewer laterals serving nine (9) homes. The Harold Finch Road portion of the work would consist of two work areas. The eastern portion would begin at NYS Route 28, follow the Glen Acres Road right-of-way, and consist of approximately 2,550 linear feet of 8-inch diameter PVC sewer main and 2,400 linear feet of 4-inch diameter sewer lateral serving fifteen (15) homes. The western portion would begin at NYS Route 28 and follow Rosa Lane before leaving the right-of-way and traversing several private properties to serve homes on Deer Lane and Glen Acres Spur. This portion would consist of approximately 3,400 linear feet of 8-inch diameter PVC sewer main and 1,900 linear feet of 2- and 4-inch diameter sewer laterals serving nineteen (19) homes.
