Project Description
The Applicant, the NYC Department of Housing Preservation and Development (HPD), is seeking the approval of several actions (the Proposed Actions) from the NYC City Planning Commission (CPC) to facilitate the construction of four mixed-use primarily affordable housing buildings located along Livonia Avenue in the Brownsville neighborhood of Brooklyn Community District 16. The four buildings would be located on Block 3813, Lot 115 (Projected Development Site 1; aka Site C1); Block 3812, Lots 19-22 and 121 (Projected Development Site 2; aka Site C2); Block 3811, Lots 17-19, 21, 23-27, and 124 (Projected Development Site 3; aka Site C3); and Block 3586, Lots 26 and 40 (Projected Development Site 4; aka Site C4), (collectively the Development Sites). The Proposed Actions would also facilitate the construction of two additional mixed-use partially affordable housing buildings in the vicinity on or near Livonia Avenue including on Block 3812, Lot 24 (Projected Development Site 5) and on Block 3586, Lots 44 and 45 (Projected Development Site 6). The majority of the Development Sites are City-owned and represent a portion of 'Project Area 1,' which includes Sites C1, C2, and C3 as well as five privately-owned properties (Block 3812, Lots 17, 18, and 24; Block 3811, Lots 20 and 25), and 'Project Area 2,' which includes Site C4 and six privately-owned properties (Block 3586, Lots 40-45). The Proposed Actions include the following: - Zoning Map Amendment to rezone Project Areas 1 and 2 from R6 and R6/C2-4 zoning districts to an R7-2/C2-4 zoning district; - The designation of the Development Sites as an Urban Development Action Area (UDAA) and approval of the project as an Urban Development Action Area Project (UDAAP), and the disposition of City-owned property (Block 3813, Lot 115; Block 3812, Lots 19-22 and 121; Block 3811, Lots 17-19, 21, 23, 24, 26, 27, and 124; and Block 3586, Lot 26 ) to a developer selected by HPD; - Amendment to the Brownsville II Urban Renewal Plan (URP) to permit residential use on Sites C1 (URA #142), C2 (URA #141), and C3 (URA #140); and - A zoning text amendment to Appendix F to establish Project Areas 1 and 2 as a Mandatory Inclusionary Housing (MIH) Area. The Proposed Actions would facilitate the redevelopment of the 6 Projected Development Sites with six new, mixed use residential, commercial, and community facility developments (the Proposed Development). In total, the Proposed Development would include approximately 625,207 gross square feet (gsf) of floor area including approximately 469,117 gsf of residential floor area for 505 dwelling units, 463 of which would be affordable, 42,554 gsf of commercial floor area, 63,331 gsf of community facility floor area, and 50,206 gsf of community facility with sleeping accommodations floor area for 63 supportive housing units.The proposed 452 affordable dwelling units on Projected Development Sites 1 through 4 (Sites C1-C4) are anticipated to be marketed to households earning between 27 percent and 80 percent of Area Median Income (AMI). The 452 residential dwelling units would include 98 affordable units for seniors while the 63 community facility with sleeping accommodation units would include 43 units for fomerly homeless seniors and 20 supportive units for young, low-income mothers (ages 18-24) and their children (ages 0-5). It is conservatively assumed that 20% of the residential floor area or 11 dwelling units on Projected Development Sites 5 and 6 would be affordable at 80% of AMI. The commercial floor area would include a 15,651 gsf FRESH supermarket, 11,603 gsf of local retail space, a 1,479 gsf café/community kitchen, and 13,821 gsf parking for 16 parking spaces accessory to the supermarket. The community facility floor area would include a rooftop garden with greenhouse, a senior center, a youth and family center, a youth drop-in center, and medical office space.
