Project Description
The proposal involves an application by New York City Department of Housing Preservation and Development (HPD), on behalf of the project sponsor Brisa Builders, requesting the designation of an Urban Development Action Area, approval of an Urban Development Action Area Project (UDAAP), and disposition of 21 City-owned vacant properties through Alternate Disposition Procedure. This action would facilitate the new construction of an approximately 203,611 gross square foot (gsf) mixed-use building containing affordable housing, Affordable Independent Residences for Seniors (AIRS) units, commercial, and community facility space (the proposed project), located at 305, 207, and 309 Mother Gaston Boulevard, 56-82 Christopher Avenue, and 97-119 Glenmore Avenue in the Brownsville neighborhood of Brooklyn, Community District 16 (the project site). The proposed project would be developed through HPDs Extremely Low- and Low-Income Affordability Program (ELLA). The project site is located at 305, 207, and 309 Mother Gaston Boulevard, 52-82 Christopher Avenue, and 97-119 Glenmore Avenue (Brooklyn, Block 3692, Lots 1, 2, 3, 4, 23, 25, 26, 27, 28, 29, 30, 31, 34, 35, & 37) bounded by Glenmore Ave to the south, Christopher Ave to the east, Liberty Ave to the north, and Mother Gaston Ave to the west. The project site measures approximately 48,789 gsf in lot area with a zoning of R6 and is located within the Brownsville II Urban Renewal Area. This Urban Renewal Area was adopted in 1984, last revised in 1995, and expires in 2024. According to the Environmental Assessment Statement (EAS), the Proposed Project would be constructed in a single phase and is expected to be completed and operational by 2023. All lots included in the proposed project area are currently vacant. Absent the proposed actions, it is assumed that the existing conditions would remain consistent.
