The proposed project involves the reconstruction and replacement of a short length of an existing sewer and an outfall that discharges into Bowery Bay (see Figures C-4a and C-4b); this sewer and outfall reconstruction is proposed to address what is currently a partially collapsed outfall. Replacement would restore the outfalls necessary functions and avoid a potential full collapse and failure. Specifically, the proposed project includes the following: Installation of a new a 14-foot 7-inch-wide by 8-foot-high combined sewer outfall (referenced as the Bowery Bay [BB]-005 outfall) which discharges into Bowery Bay, thereby replacing the currently collapsed outfall. The proposed outfall would be reconstructed at the same location as the existing outfall and within an existing sewer easement across land that is owned by the City of New York and under the jurisdiction of the Department of Small Business Services. The proposed sewer and outfall design calls for a reinforced concrete structure supported on a concrete cradle with a flap gate at the outlet to control any inflow of tidal water from the bay. Additionally, boulders are proposed to be installed to stabilize the bottom of the bay to minimize the potential for scour and resuspension of sediments into the water column that may otherwise occur when there is flow from the outfall. Reconstruction of a 60-foot-long by 14-foot-7-inch wide and 8-foot-high combined sewer that flows into and connects with the proposed outfall.

The New York City Department of Design and Construction (DDC), on behalf of the New York City Department of Environmental Protection (DEP), is proposing the Travis-Meredith Infrastructure Improvements project. The project area is within Staten Island Community District 2 in the Travis neighborhood. The area is predominantly a residential neighborhood with open space and neighborhood-oriented commercial and community facility uses . The proposed project involves the installation of new stormwater collection sewers and two new storm sewer outfalls with Bluebelt-style Best Management Practice (BMP) systems to ttenuate runoff velocities and capture sediments BMP-1: Cannon Avenue and BMP-2: Meredith Avenue. The proposed BMPs would be designed in accordance with DEPs Bluebelt initiative and would include grading and plantings along with a drainage connection to the existing tidal creek downstream of the BMPs. The site of the proposed BMP-1 is primarily privately-owned land that is proposed for acquisition by the City. BMP-1 also includes use of a portion of City parkland, Meredith Woods Park (which is land under the jurisdiction of the New York City Department of Parks & Recreation [DPR]) below the outlet of the proposed BMP. BMP-2 is entirely within Meredith Woods Park. The proposed project also includes water main and sanitary sewer replacement with a short extension of a sanitary sewer in Victory Boulevard (between Richmond Court and Baron Boulevard) along with the in-kind reconstruction of the affected streets (i.e., final paving).

Project Description
The New York City Department of City Planning (DCP), together with New York City Economic Development Corporation (NYCEDC) and the Department of Housing Preservation and Development (HPD), is proposing a series of land use actions (collectively the Proposed Actions) to implement recommendations of the Bay Street Corridor @ Downtown Staten Island Neighborhood Planning Initiative (the Plan). The Plan is the subject of an ongoing community process to create opportunities for housing, including affordable housing, commercial development, and improved public spaces and infrastructure within an approximately 20-block area (the Project Area) in Downtown Staten Island (roughly defined as Tompkinsville and Stapleton neighborhoods), Community District 1. The Proposed Actions include: ? A zoning map amendment to rezone the Bay Street Corridor Study Area from M1-1 and R3X to R6/C2-4, R6/C2-3, and R6B/C2-3. ? A zoning map amendment to rezone the Canal Street Corridor Study Area from R4/C2-2 and R3-2/C2-2 to R6B/C2-3. ? A zoning map amendment to extend the Special Stapleton Waterfront District to the Bay Street Corridor Study Area, and establish the Bay Street Corridor sub-district within the Special Stapleton Waterfront District. ? A zoning text amendment to the Special Stapleton Waterfront District to facilitate better open space planning ? The disposition of three city-owned sites: ? The NYC Department of Transportation seeks disposition of an existing surface parking lot located at 54 Central Avenue to facilitate future development of a commercial building. ? The NYC Department of Sanitation seeks disposition of an existing sanitation garage at 100 Brook Street to facilitate future mixed use residential and commercial development. The NYC Department of Health and Mental Hygiene seeks disposition of an existing commercial building at 55 Stuyvesant Place to facilitate a repurpose of the existing building for commercial uses. 1. City Map Amendment to demap a portion of Victory Boulevard Extension on Block 6 in Staten Island.
