The proposal will create a safer and shorter crossing for pedestrians and cyclists, a new pedestrian crossing to facilitate movement across a long intersection, reduce vehicular conflicts by eliminating merges at the intersection and provide separate signal timing phases for vehicles entering the Bruckner Expressway on-ramp from the Bruckner Boulevard slip lane and service road. The improvements would Eliminate southbound left-turns from Bruckner Boulevard at East 138th Street and provide a left-turn at East 140th Stret; Adjust the signal timing to separate the northbound service road and mainline slip lane vehicles entering the expressway; Construct a splitter island/pedestrian safety island between the expressway on-ramp and northbound service road; Provide a slip lane from the southbound mainline to the service road in advance of the intersection with East 138th Street; Eliminate one lane of the southbound mainline from East 140th Street to East 138th Street Expand medians into underused roadway space; and Change the direction of East 140th Street from two-way to one-way eastbound.
