Project Description
The applicant, the Brooklyn Navy Yard Development Corporation (BNYDC) is seeking a Mayoral zoning override to waive use requirements set forth in the Zoning Resolution of the City of New York, Section 42-10, to allow the lease of space in Building 77 (the 'project site') in the Brooklyn Navy Yard (BNY) to an academic tenant (the 'proposed action'). Academic uses are not permitted as-of-right in the BNY, which is predominantly zoned M3-1. The zoning override would permit the Brooklyn STEAM (Science, Technology, Engineering, Arts & Math) Center Program to occupy the third floor of the approximately 966,228 gross square foot (gsf) Building 77; a total of 62,638 gsf of the building would be occupied by the proposed academic use. The remaining 903,590 gsf of space in the building is anticipated to house a mix of light industrial, office, and food manufacturing uses. The proposed Brooklyn STEAM Center Program would serve as the cooperative service and technical hub for high-quality Career and Technical Education (CTE) programs serving approximately 200 Brooklyn high school students. High school students from target and partner schools in Brookyln would spend half days (mornings and afternoons) at the Brooklyn STEAM Center Program, fulfilling the remainder of their course load at their high school. In addition to the BNYDC, key partners that would be involved in the Brooklyn Steam Center Program include the New York City Department of Education (DOE) and the City University of New York (CUNY). The Brooklyn STEAM Center Program is expected to be completed and ready for occupancy by the start of the 2017-2018 academic year (September 2017). As such, 2017 is the analysis year for this EAS.
