Project Description
The shoreline along Wolfe's Pond Park was significantly damaged by Hurricane Irene and Superstorm Sandy. The damage from the storms included breaching of the berm that had historically separated Wolfe's Pond from the ocean, loss of cover material from the berm, deposition of sand into the pond, and washing out of a pedestrian bridge across the outflow channel from the pond. The primary goal of this project is to repair and restore the park landscape to its pre-disaster condition, so that the unique Wolfes Pond will remain a distinct freshwater pond, near the ocean, for years to come. The proposed work will include closing the breach with steel sheet pile wall blanketed with riprap and armor stone between the existing reinforced berm and the weir wall, both constructed in 1995. The berm and the edge of the pond will be restored with native plantings. The pedestrian bridge will be reconstructed 30' south from its original location at the top of the weir, to improve stormwater flow. The project will also reconstruct the outflow channel and dredge the Sandy deposited sand from the pond. Additional components include construction of a trash guard for the gate valve at the weir, an eel passage within the outflow channel, and a porous concrete ADA accessible path and overlook.

The facility has 24 dormitory-style residential units. The maximum resident population is I 00 and as of December 30, 20 15 it is occupied by 66 residents. Maximum staffing is 20 during the daytime shift, with fewer staff members during the evening and overnight shifts. NYCDOT is proposing to widen the roadbed of the eastside of Arthur Kill Road fronting the Charleston Bus Annex (CBA) by 11 feet to improve vehicular traffic flow and provide on-street parking (see attached) while maintain the existing travel lane. The proposed improvements will provide a 4-foot wide grass/utility strip adjacent to the new curb while maintaining a 7-foot wide sidewalk. Existing trees will be relocated to the proposed grass strip for which the plan has been approved by the NYC Department of Parks and Recreation. The project limits is the area fronting the CBA (approximately 600 feet) between Allen Town Lane/Veterans Road West and Kreischer Street in Staten Island Community Board 3. The Build year is 2012.
