The proposed project involves the reconstruction and raising of the existing coastal wharf in Battery Park using New York City Capital Funds. The proposed project alignment is approximately a third of a mile in length and extends from Pier A Plaza (at the intersection of Battery Place and Little West Street) on the west side, to the end of the esplanade directly abutting the United Stated Coast Guard Auxiliary - Division 5 building on the east side along the Battery Park waterfront in Lower Manhattan. The goal of the proposed project is to rebuild the wharf which is in poor condition and protect the Battery from projected 2100 sea level rise and inundation from the current 10-year storm surges by raising the new wharf approximately five feet to +11 above mean sea level. The scope of the proposed project contemplates demolition, design, and reconstruction of the current wharf, requiring coordination with sea vessels and other water-dependent operators at the Site, conservation of historical and artistic monuments, and improvements or restoration of Park uses that are within or directly adjacent to the proposed project alignment. The New York City Economic Development Corporation (NYCEDC) is undertaking the design and construction of the project in partnership with NYCDPR.

MSK proposes to build a new ambulatory care center (MSK ACC), while CUNY proposes to build the Hunter College Science and Health Professions Building (CUNY-Hunter Building). The actions necessary for the proposed project include a disposition of City property, a rezoning of the project site from M3-2 to C1-9, a zoning text amendment, a special permit pursuant to the zoning text amendment, and a special permit pursuant to the designation of the site as a Large Scale General Development (LSGD) for various bulk waivers. The proposed MSK building is approximately 23 stories (approximately 450 feet) at the east end of the site; the CUNY-Hunter proposed building would be about 17 stories or approximately 340 ft at the west end of the site. DASNY is anticipated to provide funding to CUNY (and perhaps MSK) and will be an involved agency. A coordinated review for this Type I action will be conducted.

Project Background: The Schoharie Bridge carries NYS Route 990V over the Schoharie Creek in Gilboa, NY. The Schoharie Creek experienced heavy flows as the Gilboa Dam and spillway crested, due to the storm. The resulting storm flow caused loss of scour protection at both of the abutments and adjacent embankments at the bridge. Approximately 245 linear feet of bank protection was lost on the eastern bridge abutment at an average width of 40 feet. The western abutment lost approximately 180 linear feet of bank protection with an average width of 26 feet. The loss of bank protection has resulted in the exposure of the wingwalls and footing at the abutments. Additionally, a reinforced culvert end section was lost, a ditch was eroded along the western approach, and rip-rap aprons were removed at culvert outlets. Project Description: The proposed project includes temporary construction access from NYS Route 990V to the stream bottom and banks at both bridge abutments, installation of temporary erosion and sediment control measures, installation of cofferdams and the permanent repair of the scour protection (riprap) for the abutment and wingwall footings.
