The New York City Police Department (NYPD) and the co-applicant, the New York City (NYC) Department of Citywide Services (DCAS), seek the site selection and acquisition (terms to be determined) of portions of five privately-owned lots (Block 4019, part of (p/o) Lot 75; Block 4020, p/o Lot 1; and Block 4033, p/o Lots 3, 10, and 15; the Project Site) located in the College Point area of Queens, within Community District 7. The Project Site is presently used by NYPD as a parking lot for vehicle storage and employee vehicle parking. A license agreement for use of the Project Site, which was originally executed between NYPD and Steel Point, LLC in 2010, has recently expired. The NYPD proposes the site selection and acquisition of the Project Site for vehicle storage and employee vehicle parking, with no physical changes occurring on the Project Site. Until the Project Site can be acquired the NYPD is operating on a month-to-month lease. The Project Site has a dimension of 230 feet by 245 feet and a capacity of approximately 165 vehicles. It serves an NYPD facility that is located in walking distance. The NYPD facility houses several different NYPD units. The existing parking lot capacity would not change as a result of the proposed site selection and acquisition. The analysis year for this environmental review is 2019, given that no physical changes would occur on the Project Site and it is expected that the proposed acquisition could occur soon after the ULURP process is completed.

The project sponsor, 2700 Jerome Avenue Partners LLC, is seeking construction financing from HPD to facilitate the development of a new affordable housing building in the Kingsbridge Heights neighborhood of the Bronx, Community District 7. The proposed project would be developed through HPDs Extremely Low and Low-Income Affordability (ELLA) program. The project site is privately owned and located at 2700 Jerome Avenue (Block 3317, Lot 17), just south of the intersection of Jerome Avenue and West 195th Street. The block upon which the project site is located is generally bounded by East 196th Street to the north, Jerome Avenue to the west, East Kingsbridge Road to the south, and Morris Avenue to the east. The site measures approximately 19,500 square feet in area, and is currently vacant. With the requested funding, the project site would be developed with a new, 13-story building, measuring approximately 124 feet tall and containing 137 units of affordable housing, with some units set aside for homeless families that would be provided supportive services. The building would also contain 1,140 gross square feet of retail use and 27 accessory parking spaces. The proposed project would be constructed in conformance with the requirements of the existing R8/C2-3 zoning district regulations and would help address the continuing need for affordable housing in New York City. According to the Environmental Assessment Statement (EAS), the proposed project is expected to be completed and occupied by 2018 with an anticipated construction period of 24 months. Absent the proposed action, a building substantially similar to the proposed project will be constructed, with the same number of units; however, those units will be market rate.

The proposed action requires a special permit under Section 82-08, Lincoln Square Special District for:: 1. Modification of the rear yard equivalent requirements; 2. Modification of the lot area allocation requirement for the non-residential portion of the building; 3. Modi£ication of the requirement on the minimum distance·between buildings; 4. Modification of the courtyard requirements. In addition, the proposed project would take advantage of an as-of-right bonus under the Inclusionary Housing Program which would increase the allowable FAR from 10 to a maximum of 12 for the preservation of 25 existing units in two tenement buildings on West 64 St. and the construction of 40 new units in the proposed residential tower for lower-income households. The Inclusionary Housing Bonus is subject to approval by the Commissioner of Housing Preservation and Development. If the YMCA and the former McBurney School Building are designated as part of the New York City Central Park West Historic District that the Landmarks Preservation Commission has proposed, then the proposed project would require the issuance of a Certificate of Appropriateness before construction could begin. The proposed project would include the construction of a 41 story (plus penthouse) tower, containing both market-rate and lower-income units, as well as alterations that would need to be made to the YMCA in order to ccommodate the portion of the new tower that would cantilever over the YMCA, a major modernization and improvement program to the YMCA, and demoliton of a portion of a tenement buildinq on West 64th Street. The tower would be adjacent to the e'isting West Side YMCA branch located between Central Park West and Broadway in Manhattan. The proposed new tower would contain 213,000 gross square feet with program space for the YMCA on the first six floors and above that, additional community facility use, approximately 40 Inclusionary Housing Units that would be permanently available for lower-income residents and residential use of approximately 120 to 150 market-rate apartments. The Inclusionary Housing units would be administered by the YMCA and would be entered through the main YMCA building. Access to the residential portion of the building would be through the McBurney façade into the lobby of the new structure.
