Rockaway WWTP Implementation of Resiliency Measures

Following Hurricane Sandy, the New York City Department of Environmental Protection (DEP) determined that the Rockaway Wastewater Treatment Plant (WWTP) requires flood protection measures to withstand the risk of flood damage from extreme storm surge events and continued sea level rise. DEP is proposing to seal structures with watertight windows and doors, elevate equipment, make pumps submersible, protect electrical equipment, and construct external flood barriers for various areas and assets around the facility to increase the resiliency of the Rockaway WWTP.

NYCDOT is proposing a safety redesign of the intersection of Hamilton Avenue at Mill Street/Garnet Street in the Red Hook/Carroll Gardens section of Brooklyn. The study intersection falls within the high crash corridor of Hamilton Avenue. The project will address the safety and visibility concerns for pedestrians crossing Hamilton Avenue by providing signalized crosswalks across Hamilton Avenue at locations that currently are uncontrolled and have limited sight distance, demolishing a section of the Hamilton Avenue median barrier at Mill Street/Garnet Street to restore through-traffic access, and construction of new concrete median tips for pedestrian safety. In addition, the project will provide an eastbound bicycle lane across the center of Hamilton Avenue at Mill Street to complement the existing westbound lane as well as pavement markings to clarify turning and thru movements and other painted asphalt enhancements. Transit operations will be improved by providing a more direct bus route from Red Hook to Carroll Gardens. Community Board 6 supports the project and the Build year is 2013.

Broadway Mall Reconstruction

NYCDOT is proposing safety improvement measures and network changes on Broadway from West 93rd to West 100th Streets (attached) in the Upper West Side section of Manhattan Community Board 7. The proposal would result in fewer pedestrian/vehicular conflicts, improved pedestrian mobility and reduced pedestrian travel times. The measures include the modification to the median barriers at West 95th and West 96th Streets, westbound and southbound left-turn prohibitions at the intersection of Broadway and 96th Street, adjustments to signal timing and phasing, adding new crosswalks, lane restriping, left turn lanes at West 100th and West 94th Streets, flush medians and expanding pedestrian space. The proposed action is supported by the community board and the Build year is 2014. A Levels of Service (LOS) analysis using the Synchro/SimTraffic software was conducted for Broadway from West 93rd to West 101st Streets for the weekday AM and PM peak hours. The analysis results show that with the improvement measures in place, traffic will operate at acceptable LOS while ensuring safer pedestrian crossings to and from the West 96th Street subway station. The traffic diversions that result from the prohibition of the southbound left-turn on Broadway approaching West 96th Street can be accommodated at upstream and downstream intersections where turns are permitted.
